VOCATIONAL EDUCATION AND VOCATIONAL REHABILITATION

Mr. REED of New York, from the Committee on Education, submitted the following

REPORT

[To accompany H. R. 12901]

The Committee on Education, to which was referred the bill (H. R. 12901) to extend the provisions of certain laws relating to vocational education and civilian rehabilitation to Porto Rico, having considered said bill, reports favorably thereon with the recommendation that it do pass with the following amendment:

Page 2, commencing with line 23, strike out down through "$15,000", and insert in lieu thereof the following: "the sum of $15,000 annually for a period of two years, commencing July 1, 1931".

Gov. Theodore Roosevelt and Resident Commissioner Felix Cordova Davila, of Porto Rico, appeared before the committee and presented Porto Rico's need for the benefits of vocational education and civilian rehabilitation now enjoyed by the States of the Union.

The bill, as amended, is indorsed by the Bureau of the Budget, the Federal Board for Vocational Education, and has the recommendation of the American Federation of Labor.

Mr. Wood, from the Committee on Appropriations, submitted the

following

REPORT

[To accompany H. R. 14804]

The Committee on Appropriations, to which was referred the Budget estimate of $150,000,000, submitted on December 4, for an emergency construction fund for the prosecution of work on authorized governmental construction projects with a view to increasing opportunities of employment, reports herewith a bill carrying appropriations in specific amounts for the following purposes which were tentatively included in such request:

River and harbor work.

Flood control on the Mississippi River and tributaries_
Federal-aid highway system advances to the States--
Roads and trails for national forest development.
Roads and trails in national parks...--

In separating this sum of $110,000,000 from the total request of $150,000,000 the committee has segregated those items which have the broadest national scope, which have an unquestioned public need to be served, and which will give the most and immediate employment when the appropriations are made and placed at the disposal of the departments charged with the responsibility of expending them.

The bill as reported by the committee differs in form from the estimate submitted in that the estimate called for a lump-sum appropriation of $150,000,000, to be allocated by the President, while the bill as reported carries the appropriation of $110,000,000 in terms of definite allocation of amounts to the five purposes of appropriation as stated. The total of $150,000,000 as tentatively allocated in the Budget submission contemplated numerous objects of expenditure
