As to the additional funds due to increased activities the item for 24 instructors at $3,800 each and their expenses is for the purpose of establishing and conducting schools of instruction for prohibition personnel in the knowledge of the law and the theory of investigating. The additional funds for agents covers the salaries and expenses of 130 agents for six months. The increased force represents the number of agents which the bureau believes can be suitably absorbed into the organization between now and July 1. While this amount shows entirely as an increase in activity it is partly an equilization of the field appropriation which was reduced by setting up the new organization headquarters. A duplication of overhead to a certain degree. resulted necessarily from creating two organizations out of one. Approximately $123,000 was allocated to that need which otherwise would have been used for field personnel and travel. The additional agents requested under this appropriation form a portion of the 500 additional agents requested for the next fiscal year in the annual appropriation and would not be in addition to that number. LIMITATIONS AND LEGISLATIVE PROVISIONS The following limitations on expenditure or legislative provisions, not heretofore enacted in connection with any appropriation bill, are recommended: On page 6, in connection with the appropriation for payment for losses due to enforcement of nonproduction of cotton in Arizona: Provided, That the compensation for such losses sustained by Indians farming land on Indian reservations located within an established noncotton zone shall be paid in full from the amount herein appropriated, without any repayment by or on behalf of the State of Arizona.
