POSTAGE CHARGE FOR DIRECTORY SERVICE

Mr. KELLY, from the Committee on the Post Office and Post Roads, submitted the following

REPORT

[To accompany S. 3178]

The Committee on the Post Office and Post Roads, having had under consideration the bill (S. 3178) to authorize the collection of additional postage on insufficiently or improperly addressed mail to which directory service is accorded reports the same back to the House with the following amendments:

Strike out everything after the enacting clause and insert the following:

That, under such regulations as the Postmaster General may prescribe, in cases where insufficiently or improperly addressed mail is accorded directory service in order to effect its delivery, the mailer, at his request, and upon payment of an additional charge of 5 cents, shall be notified of the completed or corrected address: Provided, That nothing in this act shall be construed to require or permit the withholding or delay of delivery of mail to the addressee pending the collection of such additional charge.

Amend the title so as to read:

To provide a postage charge for directory service.

So amended, the committee recommends the passage of the bill. The purpose of this proposed legislation is to reduce the volume of mail accorded directory service and to compensate the Post Office Department to some extent for the expense of maintaining directory service.

The bill as passed by the Senate (S. 3178) seeks to accomplish this. by permitting the Post Office Department to make a charge of 2 cents in addition to the regular postage for each piece of mail which has been accorded directory service and delivered or returned to the sender, to be collected and accounted for in the manner in which postage due on other mail is collected and accounted for. Your committee believes, however, that it would not be just and fair to

penalize the addressee for mistakes made by the senders of mail matter, and suggests that the bill be amended so as to offer these corrected or completed addresses to the mailers, at their option, for the sum of 5 cents each. This new postal service would be furnished only upon request of the mailer and the charge would be collected upon delivery of a notice conveying the information.

Some of the largest mailers in the United States are interested in the new facility proposed by your committee and are willing to pay for such service, as it will add to the efficiency of their organizations. It is pointed out that such service will not delay the delivery of any mail where directory service is necessary.

A comparative print of the bill as it passed the Senate and as amended by this committee is given below:

S. 3178 AS PASSED BY THE SENATE

That each piece of insufficiently or improperly addressed mail which is accorded directory service in effecting or attempting to effect its delivery shall be charged with 2 cents postage in addition to the regular postage, to be collected and accounted for in the manner in which postage due on other mail is collected and accounted for: Provided, That such additional postage charge may be prepaid by the sender under regulations prescribed by the Postmaster General: Provided further, That such charge shall not apply to matter mailed under the franking and penalty privileges.

REPORT

[To accompany H. R. 14675]

The Committee on Appropriations submits the following report in explanation of the accompanying bill making appropriations for the Interior Department for the fiscal year 1932.

SCOPE OF THE BILL

The bill embraces regular annual appropriations for the various branches of the Government service under the jurisdiction of the Interior Department.

A detailed tabulation will be found at the end of this report giving for each appropriation in this bill the amount appropriated for the fiscal year 1931, including amounts in deficiency and other acts, and the Budget estimates for the fiscal year 1932, together with the increase or decrease in appropriations and estimates as compared with the amounts recommended in the bill.

APPROPRIATIONS AND ESTIMATES

The amount recommended to be appropriated in this bill is $68,552,006.73, which is $5,640,382.99 more than the 1931 appropriations and $840,705 less than the Budget estimates for 1932.
