The Committee on Appropriations submit the following report in explanation of the accompanying bill making appropriations for the Treasury and Post Office Departments for the fiscal year ending June 30, 1932:

SCOPE OF THE BILL

The bill embraces regular annual appropriations for the various branches of the Government service under the jurisdiction of the Treasury and Post Office Departments.

APPROPRIATIONS AND ESTIMATES

The estimates of appropriations upon which this bill is based were submitted by the President in the Budget for the fiscal year 1932 and will be found in detail in that document as follows: For the Post Office Department in Chapter IX, pages 423 to 439, inclusive, and for the Treasury Department in Chapter XI, pages 461 to 508, inclusive. The totals of the estimates for 1932, the appropriations for 1931, and the amounts recommended for the two departments in the accompanying bill for 1932, are as follows:

A detailed tabulation will be found at the end of this report showing each appropriation for the fiscal year 1931, the Budget estimates for the fiscal year 1932, the amounts recommended in the bill for 1932, and the increase or decrease in each item of appropriation and estimate as compared with the amount recommended in the bill. In connection with the amounts printed in the column of 1931 appropriations, it should be borne in mind that those sums are composed of the 1931 appropriations carried in the regular annual appropriation act and in addition thereto the sums for that fiscal year appropriated in deficiency acts for purposes for which amounts are customarily carried in the regular bill.

TREASURY DEPARTMENT

The various activities of the Treasury Department are supported and conducted under two classes of appropriations—(1) the regular annual appropriations which are carried in the bills which come before Congress for consideration, and (2) the permanent annual specific and indefinite appropriations which occur automatically each year without annual action by Congress, having been created specifically in previous years and continuing as such until legislation is enacted modifying or discontinuing them.

The following table shows the total appropriations for the Treasury Department, permanent and regular annual, for the fiscal year 1931, the estimates for the fiscal year 1932, the amounts recommended for 1932, and the increases and decreases. A comparison of the permanent appropriations will be found at the end of the tabulation in this report.

While the annual appropriations for 1932 show a net decrease of $91,883,715 under the appropriations for 1931, the permanent annual appropriations show a net increase of $5,366,854. This latter sum is practically the net difference between a decrease of $22,000,000 in the appropriation for the payment of interest on the public debt and an increase of $27,500,000 in the funds for the retirement of the public debt payable from ordinary receipts. The increase in public-debt retirement funds is composed of the automatic increase in the sinking fund of $17,258,400, an increase of $9,503,305 in the appropriation for the retirement of debt from cash repayments of principal by foreign governments, and an increase of $750,000 in the appropriation for the retirement of obligations from Federal reserve bank franchise tax receipts.
