THE intrinsic merit of the celebrated treatise on the Rights of War and Peace, with which the learned Grotius has enriched the world, has justly entitled it to the admiration of all great Statesmen, both in our own and every other country. --Many of our great standard writers, both legal and political, are indebted to the learned na

tive of Delft for the supply and arrangement of their materials, and for many of their brightest thoughts and illustrations.

The original is well known to Your Lordship. Yet a work, wherein Princes and Statesmen, Ambassadors and Councils may read their rights and duties, is rendered almost inaccessible, owing to the obscurity of many parts of it. A writer of more ordinary talents might have placed his subject in a greater variety of lights, to be more intelligible to every reader: but the intuitive mind of Grotius immediately grasped a truth in all its bearings, and deemed a few words sufficient to express his thoughts. Measuring every other mind by his own, he frequently consults brevity at the expence of clearness.
