of section 2284 of title 28 of the United States Code and any

appeal shall be to the Supreme Court.”.

SEC. 302. Sections 202, 203, 204, and 205 of such

title are redesignated as sections 203, 204, 205, and 206,

respectively.

SEC. 303. Section 204, as designated by section 302 of this Act, is amended by inserting after the phrase "in violation of section 203" the following phrase: "or (c) engages

in any act or practice prohibited by section 202".

SEC. 304. Section 205, as designated by section 302 of this Act, is amended by striking out the words "section 201 or 202" and substituting the words "section 201, 202, or 13 203"

14 TITLE IV—ACTIONS BY AGGRIEVED PARTIES SEC. 401. (a) Section 3 of the Voting Rights Act of 16 1965 is amended by striking in subsection (a) the words 17 "whenever the Attorney General institutes a" and sub18 stituting in lieu thereof the words "In any"; by striking in subsection (b) the words "If in a proceeding instituted 20 by the Attorney General" and substituting the words "If in any proceeding", and by striking in subsection (c) the words "If in any proceeding instituted by the Attorney

(b) Section 3 of the Voting Rights Act of 1965 is amended by inserting in subsection (c) after the words "un

less and until" the following words: "in an action in the

United States District Court for the District of Columbia 3 brought by such State or political subdivision for a de4 claratory judgment that such qualification, prerequisite, 5 standard, practice, or procedure does not have the purpose and will not have the effect of denying or abridging the 7 right to vote on account of race or color, and unless and 8 until".

(c) Section 3 of the Voting Rights Act of 1965 is 10 amended by adding at the end thereof the following:

"(d) Any party requesting remedies under this section 12 in a proceeding under any statute to enforce the guarantees 13 of the fifteenth amendment in any State or political sub14 division shall notify the Attorney General of this request. 15 The Attorney General shall have the right to intervene in 16 the proceeding.".

SEC. 402. Section 14 of the Voting Rights Act of 1965 18 is amended by adding at the end thereof the following:

"(e) Upon the entry of a final order by a court of the 20 United States against a State or political subdivision of a 21 State under any statute to enforce the guarantees of the 22 fifteenth amendment, the court, in its discretion, may allow 23 the prevailing party, other than the United States, a reason24 able attorney's fee as part of the costs.".
