BRIDGE ACROSS ST. FRANCIS RIVER AT KENNETT, MO.

FEBRUARY 21, 1931.-Referred to the House Calendar and ordered to be printed

Mr. MILLIGAN, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT

[To accompany H. R. 17147]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 17147) to legalize a bridge across the St. Francis River 4 miles west of Kennett, Mo., joining Dunklin County, Mo., and Clay County, Ark., having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Line 7, after the word "structure," insert the following: "If in the judgment of the Chief of Engineers and the Secretary of War the bridge as constructed does not and will not hereafter unreasonably obstruct or interfere with the interests of navigation,".

The bill has the approval of the War Department, as will appear by the letter attached.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (H. R. 17147, 71st Cong., 3d sess.), to legalize a bridge across the St. Francis River 4 miles west of Kennett, Mo,, joining Dunklin County, Mo., and Clay County, Ark.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 17148) to legalize a bridge across the White River at Forsyth, Taney County, Mo., having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Line 5, after the word "structure," insert the following:

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 17149) granting the consent of Congress to the Missouri State Highway Commission to construct, maintain, and operate a highway bridge across the White River at Branson, Taney County, Mo., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War Department, as will appear by the letter attached.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 17170), to legalize a bridge across the St. Francois River one-fourth mile south of Greenville, Wayne County, Mo., having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Line 3, strike out the word "Francois" and insert the word "Francis" in lieu thereof.

Line 6, after the word "structure," insert the following:

if, in the judgment of the Chief of Engineers and the Secretary of War, the bridge as constructed does not and will not hereafter unreasonably obstruct or interfere with the interests of navigation,

Amend the title to read as follows:

To legalize a bridge across the St. Francis River one-fourth mile south of Greenville, Wayne County, Missouri.

The bill has the approval of the War Department, as will appear by the letter attached.

A minor change in the title and in section 1 of the bill has been indicated in red thereon.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 17198) granting the consent of Congress to the State of North Dakota to construct, maintain, and operate a free highway bridge across the Missouri River at or near Elbowoods, N. Dak., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

DEAR MR. PARKER: Careful consideration has been given to the bill H. R. 17198, transmitted with your letter of February 20, with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill would authorize the State of North Dakota to construct, maintain, and operate a free highway bridge and approaches thereto across the Missouri River, at or near Elbowoods, N. Dak. Favorable action on the bill is recommended.
