Mr. STEED. I do not think so, Mr. Chairman. Do they have a report from the Bureau of the Budget?

Mr. ANGELL. Yes, everything seems to be in order.

Thank you for your very fine statement. Is there anything further? Mr. HARDY. I just want to express again my appreciation for your consideration of this project. I feel that it is an urgently needed project and I certainly want to urge that you include it in this bill. I am sorry Mr. Steed did not get here earlier.

Mr. ANGELL. Colonel Allen, how long would it take to complete this project if authorized and the money made available?

Colonel ALLEN. It would be a 2- or 3-year program. I will check that and correct the record.

Mr. ANGELL. The hearing on this project is adjourned and we will now have a short executive session.

The subcommittee met, pursuant to call, at 10:05 a. m., in room 1302, New House Office Building, Hon. Homer D. Angell, chairman of the subcommittee, presiding.

INLAND WATERWAY FROM DELAWARE RIVER TO CHESAPEAKE BAY

Mr. ANGELL. The committee will come to order.

This is a meeting of the Subcommittee on Rivers and Harbors. In view of the fact that the House takes up at 11 o'clock and we have only 1 hour, we will have to proceed with as much dispatch as possible. The first project on the agenda this morning is the Inland Waterway from the Delaware River to Chesapeake Bay, Senate Document No. 123 of the 83d Congress.

I note that we have with us Senator Butler, who is interested in this project. Senator, I assume you have other engagements, so the committee will be very glad to hear you first, if you so desire.

STATEMENT OF HON. JOHN BUTLER, UNITED STATES SENATOR FROM THE STATE OF MARYLAND

Senator BUTLER. Thank you, Mr. Chairman. I have a prepared statement, and to spare the time of the committee I will leave it for the record, if I may.

Mr. ANGELL. You may, and you may make such additional comments as you desire.

Senator BUTLER. Thank you. I will just leave my statement with the committee.

I might say I am vitally interested in this very important project and would like to see the House act favorably on it, but I will leave my statement here.

Mr. ANGELL. Thank you, Senator. We are very happy to have you before the committee.

My appearance today is in order that this committee might be fully apprised of the views of the citizens of my State of Maryland relating to the proposals for the improvement of the Chesapeake and Delaware Canal. This canal, as its
