The U.S. Government currently leases a chancery on a short-term basis. This present chancery is poorly located, the facilities inadequate and run-down, and security considerably below USG standards. A 3.8-acre unimproved site was purchased in 1964 for the construction of a new chancery. However, in 1978 the Government of Bangladesh refused to allow construction of an OBC at this location because of security and zoning considerations. The Embassy has negotiated with the Bangladeshi Government to trade the existing site for a more suitable site in the recently established diplomatic enclave.

SOLUTION

Negotiations with the Government of Bangladesh have been completed and all problems resolved in a mutually acceptable manner. A much larger tract will be available in the diplomatic enclave in exchange for the present site. Design of a new chancery should begin as soon as possible after title to the site is obtained.

The net increase in continuing costs will be incurred due to U. S. Government ownership of this facility. Current M&R/BOE costs for presently-occupied short-term leased property, which this project would replace, are paid by the owner.

The Marine Security Guards live in a short term leased residence which is distant from the chancery and not adequate for the needs of the detachment. In the event of an emergency at the chancery, the Marines would probably be unable to break through police road blocks and/or the demonstrators in order to respond to Embassy support requirements. The Embassy has negotiated with the Bangladeshi Government for an acceptable site in the new diplomatic enclave where the chancery will be located.

SOLUTION

The U.S. Government should construct a Marine Security Guard residence at the same time that the chancery is constructed. The site that has been identified is large enough for the construction of both the chancery and the MSG residence. Co-location of the MSG residence with the chancery would eliminate the problem of access in times of emergency.
