INTRODUCTORY STATEMENT

Mr. STEFAN. The committee will be in order. We are about to begin hearings on the Department of Justice appropriation bill for the fiscal year 1948.

I want the record to show that on February 6 this Subcommittee on Appropriations for the Department of State, Justice, Commerce, and the Federal Judiciary held an organization meeting and adopted procedure under which we are going to conduct these hearings. Present at that meeting were Representatives Jones, of Ohio; Horan, of Washington; Fenton, of Pennsylvania; Rooney, of New York; Gary, of Virginia; and O'Brien, of Illinois.

As chairman of this subcommittee, I should like to welcome the new members of the subcommittee. Mr. Rooney served on this committee last year. Mr. Jones and Mr. O'Brien are older members of the committee.

We regret the absence from our committee of our former chairman, the Hon. Louis Rabaut, of Michigan, who, due to the varying fortunes of politics, was not reelected. The service of Mr. Rabaut on this committee was highly appreciated by the other members of the committee. We all recognize the service Mr. Rabaut rendered to the Congress and to the country as chairman of this committee.

In opening this first official meeting, I call attention of the membership and of those witnesses who are already present to the need for speeding up the hearings. The committee has adopted certain rules. under which we will operate. I know that our executive assistant has notified each of the departments with which we deal what our

rules are.

Our hearings must be as brief as possible and confined to the subject under discussion, eliminating as much as possible all extraneous matter.
