in this country on the date on which application for registration of the same trade-mark was first filed in such foreign country: Provided, That such application is filed in this country within six months from the date on which the application was first filed in such foreign_country: [Provided further, That subject to the provisions of section 5 of said Trade-Mark Act (U. S. C., title 15, sec. 85) registration of a collective mark may be issued to an association to which it belongs, which association is located in any such foreign country and whose existence is not contrary to the law of such country, even if it does not possess an industrial or commercial establishment:] And provided further, That certificate of registration shall not be issued for any mark for registration of which application has been filed by an applicant located in a foreign country until such mark has been actually registered by the applicant in the country in which he is located.

The committee of conference on the disagreeing vote of the two Houses on the amendment of the Senate, No. 136, to the bill (H. R. 9181) making appropriations for the government of the District of Columbia and other activities chargeable in whole or in part against the revenues of such District for the fiscal year ending June 30, 1939, and for other purposes, having met, after full and free conference, have agreed to recommend and do recommend to their respective Houses as follows:

Mr. PETTINGILL, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT

[To accompany H. R. 9688]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 9688) to extend the times for commencing and completing the construction of a bridge across the Ohio River between Rockport, Ind., and Owensboro, Ky., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

So far as the interests committed to this Department are concerned, I know of no objection to the favorable consideration of the accompanying bill, H. R. 9688, Seventy-fifth Congress, third session, to extend the times for commencing and completing the construction of a bridge across the Ohio River between Rockport, Ind., and Owensboro, Ky.

DEAR MR. LEA: Careful consideration has been given to the bill H. R. 9688, transmitted with your letter of March 2 with request for a report thereon and such views relative thereto as the Department might desire to communicate.

This bill would extend for 1 and 3 years, respectively, from June 18, 1938, the times for commencing and completing the construction of a bridge across the Ohio River between Rockport, Ind., and Owensboro, Ky., authorized by act of Congress approved June 18, 1934, to be built by the Spencer County Bridge Commission.

The bill is without objection so far as this Department is concerned.
