The work shall be advanced so that the laying of the corner stone of the centennial memorial building may be a feature of the centennial celebration of the admission of Illinois into the Federal Union. § 3. There is hereby appropriated to the Department of Public Works and Buildings for the preparation of plans and specifications and other necessary expenses, and for the construction of the centennial memorial building, the sum of one hundred thousand dollars ($100,000). § 4. The Auditor of Public Accounts is authorized and directed to draw his warrant on the State Treasurer for the sum specified upon the presentation of proper vouchers certified to by the Director of Public Works and Buildings and approved by the Governor, and the State Treasurer shall pay the same out of any money in the State treasury not otherwise appropriated.
