The committee met at 10:08 a.m., pursuant to call, in room 4232, New Senate Office Building, Senator Harrison A. Williams, Jr., (chairman of the committee) presiding.

Present: Senators Williams (presiding), Nelson, Cranston, Hughes, Javits, Dominick, Schweiker, Packwood, and Stafford. Also present: Senator Bentsen.

Committee staff members present: Stewart E. McClure, staff director; Robert E. Nagle, general counsel; Roy H. Millenson, minority staff director; and Eugene Mittelman, minority counsel.

The CHAIRMAN. First, we will come to order. Our committee meets this morning to hear from Raymond Telles of Texas, nominated to be a member of the Equal Employment Opportunity Commission.

I order printed in the record at this point the biography, résumé, and the statutes governing the duties of the Equal Employment Opportunity Commission.

BIOGRAPHY OF RAYMOND L. TELLES

Raymond L. Telles, born in 1915 in El Paso, Texas, served as an Accountant with the Federal Government for seven years. He was an Officer in the U.S. Air Force during World War II and Korea, and is a Colonel in the U.S. Air Force Reserve. He returned to Texas where he was elected four times as County Clerk of El Paso County, Texas; and elected two times as Mayor of El Paso. For six years (1961-1967), he served as U.S. Ambassador to Costa Rica. He served as U.S. Chairman, United States-Mexico Commission for Border Development from 1967-1969. For the past two years he has been doing consulting and management work for private industries in both Texas and Oklahoma. He is married with two daughters and now resides in Bethesda, Maryland.

OBJECTIVES

Executive Manager with domestic or international corporation.

RELATED EXPERIENCE

As U.S. Ambassador to Costa Rica, Central America (6 years):

was responsible for the activities and administration of all U.S. agencies assigned to the Embassy, such as Commerce, Agriculture, Labor, State, etc.; negotiated international agreements with the government of Costa Rica ; developed and had overall supervision of the Alliance for Progress programs;

had personal contact with President, Foreign Minister, and other government officials of Costa Rica and with all other foreign representatives in the country;

assisted U.S. industries in negotiations with the Costa Rican government; was instrumental in the acceptance of the Central American Common Market by the Cost Rican government;

developed friendly relations between the United States and Costa Rica. As Mayor of El Paso, Texas and County Clerk of El Paso County (121⁄2 years): supervised all activities involved in the operation of a community of 375,000 population in the city and 475,000 population in the county;

negotiated contracts with private industries for major construction projects of the city, which included airport operations;

was responsible for the harmonious atmosphere and unity among all citizens of the community;

was responsible for community development.

As U.S. Chairman, United States-Mexico Commission for Border Development and Friendship (Washington, D.C., 21⁄2 years):

was responsible to the President of the United States for the economic and social development of our border cities with Mexico;

developed friendly relations with Mexican government and communities. Air Force Officer during World War II and Korea (Colonel, 9 years):

3 years responsible for multi-million dollar program involving delivery of aircraft, parts, and equipment to all of Latin America;

2 years Liaison Officer with Mexican Air Force at Mexico City;
Executive Officer for five squadrons in Korea;

responsible for friendly relations with Latin American representatives;

SUMMARY OF EXPERIENCE

Extensive Executive and Supervisory experience.

Political and Government.-Elected four (4) times as County Clerk of El Paso County, Texas. Elected two (2) times as Mayor of El Paso, Texas.

Diplomatic.-United States Ambassador to Costa Rica, Central America for six years. U.S. Chairman of the United States-Mexico Border Commission for approximately three years. Served directly under three United States Presidents from 1961 to 1969.

Latin America.-Twenty-five (25) years experience with countries and people of Latin America.

Military.-Colonel-United States Air Force Reserve Veteran of World War II and the Korean War.

Private Business.-Participated in family business in the fields of construction, transportation, real estate, retail and wholesale merchandising. Accounting.-Seven years (1934-1941) with U.S. Government.

NOTES: Known in many communities of Texas, and particularly in South and Southwest Texas, and other states in the Country. Experience in dealing with members of Congress. Familiar with most of the Departments of government in Washington. Many years experience in contact and dealing with organized labor. As Accountant for U.S. Government (7 years) performed the following varied duties:

cost accounting, paymaster, chief of payroll section (5.000 people of payrolls), and senior account clerk.

As a member of private industry:

participated in family business in transportation, construction, real estate. and retail merchandising.
