Foreword

This volume is a historical review of the public international negotiations leading to the Treaty on the Nonproliferation of Nuclear Weapons, which has been signed by the United States, the Soviet Union, and many other nations. Both nuclear-weapon and nonnuclear-weapon states will be more secure as a result of this treaty, which will promote the sharing of the peaceful benefits of nuclear energy while it prevents the spread of nuclear weapons.

As this record shows, the nonproliferation negotiations were long and complicated. The treaty is a compromise, the result of a long-term effort by many nations, both nuclear and non-nuclear. It is not an end in itself and it is generally recognized that further progress is necessary in controlling and limiting armaments. Indeed, the treaty obligates us to pursue negotiations on other disarmament measures. Our success in this task reinforces my belief that solutions can be found to other problems if nations have the will and patience to seek them in a constructive spirit.
