The only Federal operations dealt with cold fog dispersal at two military airports. Airlines and airport management are concerned with fog dispersal. States, counties, and community associations are mostly concerned with increasing precipitation and decreasing damage by hail, while power companies and municipal districts seek to enhance water resources by augmenting precipitation.

Target Areas and Their Locations

Table 5 summarizes 75 weather modification activities by State and total target area. The data for 1975 represent 25 States. The target areas of three projects extended into adjoining States: from Michigan into Indiana, from Delaware into Maryland, and from California into Nevada.

In cases where an activity has been repeated during the year at the same location, the target area was not included for the second time in arriving ́ at the total amount of target area. For one project in Colorado (74-075F) where the target was to be lightning storms within 250 miles of the base. 2 airport, a representative area of 100 mi was chosen for the movable target. Although no activities were carried out during the year in this and several other projects, their target areas were still included in the appropriate State totals.

Eighty percent of the weather modification activities were carried out west of Kansas City. The largest numbers of projects were found in California, Oklahoma, South Dakota, and Colorado, in that order, while the leaders in area coverage were South Dakota, Utah, North Dakota, Kansas, and California. Arizona and New Mexico were the only Western States with no reported operations or experiments. Among the Eastern States, Michigan was the lead in number of projects, while Florida led in area covered.

In 1975, the total of target areas was about 5 percent of the combined areas of the 50 States and the District of Columbia. Federal activities accounted for about 7 percent of the target area and commercial operators, 93 percent. South Dakota had 65 percent of its area specified as target area for weather modification activities, Utah 49 percent, Delaware 36 percent, and North Dakota 26 percent.
