(c) SENSE OF THE CONGRESS.-Section 296(c) of 4 the Foreign Assistance Act of 1961 (22 U.S.C. 2220a(e)) 5 is amended 6 (1) in paragraph (1), by striking "each compo 7 nent" and inserting "each of the program compo 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 nents described in paragraphs (1) through (6) of subsection (b)"; (2) in paragraph (2)—— (A) by inserting "and their partners" after "for the universities"; and (B) by striking "and" at the end; (3) in paragraph (3)— (A) by inserting "and their partners" after "such universities"; (B) in subparagraph (A), by striking "and" at the end; (C) by striking the matter following subparagraph (B); and (D) by adding at the end the following: "(C) multilateral banks and agencies re ceiving United States funds; "(D) development agencies of other countries; and 1 2 3 4 5 6 7 8 9 10. 11 12 13 14 15 16. 17 18 19 222 9 "(E) United States Government foreign assistance and economic cooperation programs; and"; and (4) by adding at the end the following: "(4) generally engage the United States university community more extensively in the agricultural research, trade, and development initiatives undertaken outside the United States, with the objectives of strengthening its capacity to carry out research, teaching, and extension activities for solving problems in food production, processing, marketing, and consumption in agriculturally underdeveloped nations, and transforming progress in global agricultural research and development into economic growth, trade, and trade benefits for United States communities and industries and for the provident use of natural resources; and "(5) ensure that all federally funded support to universities and their public and private partners relating to the goals of this title is periodically re viewed for its performance.". (d) DEFINITION OF UNIVERSITIES.-Section 296(d) 23 of the Foreign Assistance Act of 1961 (22 U.S.C. 24 2220a(d)) is amended 10 (1) by inserting after "sea-grant colleges;" the following: "Native American land-grant colleges as authorized under the Equity in Educational LandGrant Status Act of 1994 (7 U.S.C. 301 note);”; 1 2 3 4 5 6 7 8 (e) and (2) in paragraph (1), by striking "extension" and inserting "extension/outreach". DEFINITION OF ADMINISTRATOR.—Section 9 296(e) of the Foreign Assistance Act of 1961 (22 U.S.C. 10 2220a(e)) is amended by inserting "United States" before 11 "Agency". 12 (f) DEFINITION OF PUBLIC AND PRIVATE PARTNERS 13 OF UNIVERSITIES.-Section 296 of the Foreign Assist14 ance Act of 1961 (22 U.S.C. 2220a) is amended by adding 15 at the end the following: 16 "(f) As used in this title, the term 'public and private 17 partners of universities' includes entities that have cooper18 ative or contractual agreements with universities, which 19 may include university beneficiary groups, other education 20 institutions, United States Government and State agen21 cies, private voluntary organizations, nongovernmental or22 ganizations, firms operated for profit, nonprofit organiza23 tions, multinational banks, and, except when designated 24 otherwise, those incorporated in other countries.". 11 (g) DEFINITION OF AGRICULTURE.-Section 296 of 2 the Foreign Assistance Act of 1961 (22 U.S.C. 2220a) 3 is amended by adding at the end the following: 4 "(g) As used in this title, the term 'agriculture' in5 cludes the science and practice of activity related to food, 6 feed, and fiber production, processing, marketing, dis7 tribution, utilization, and trade, and also includes family 8 and consumer sciences, nutrition, food science and engi9 neering, agricultural economics and other social sciences, 10 forestry, wildlife, fisheries, aquaculture, floraculture, vet11 erinary medicine, and other environmental and natural re12 sources sciences.". 13 (h) DEFINITION OF AGRICULTURISTS.-Section 296 14 of the Foreign Assistance Act of 1961 (22 U.S.C. 2220a) 15 is amended by adding at the end the following: 16 "(h) As used in this title, the term 'agriculturists' in17 cludes farmers, herders, and livestock producers, individ18 uals who fish and others employed in cultivating and har19 vesting food resources from salt and fresh waters, individ20 uals who cultivate trees and shrubs and harvest nontimber 21 forest products, as well as the processors, managers, 22 teachers, extension specialists, researchers, policymakers, 23 and others who are engaged in the food, feed, and fiber 24 system and its relationships to natural resources.". 3 297(a) of the Foreign Assistance Act of 1961 (22 U.S.C. 4 2220b(a)) is amended (1) in paragraph (1), to read as follows: "(1) to implement program components through eligible United States universities as authorized by paragraphs (2) through (5) of this subsection;"; (2) in paragraph (3), to read as follows: "(3) to provide long-term program support for United States university global agricultural and re lated environmental collaborative research and learning opportunities for students, teachers, extension specialists, researchers, and the general public;”; and (3) in paragraph (4)—. (A) by inserting "United States" before "universities"; (B) by inserting "agricultural" before "research centers"; and (C) by striking "and the institutions of agriculturally developing nations" and inserting "multilateral banks, the institutions of agriculturally developing nations, and United States and foreign nongovernmental organizations sup |
