The article on the background of the London Conference and the summary and analysis of the Constitution were written by members of the Delegation as a joint undertaking. The chapters on the various articles of the Constitution and the Instrument establishing the Preparatory Commission were written in the first instance by Delegation members who represented the United States in the commissions where those portions of the text were considered. The manuscripts were collected and edited, under the guidance of the chairman, by officers of the Department of State who served on the Delegation, and had the benefit of criticism by all the members of the Delegation.
