SEC. 19. If any certificate, either of registration or of citizenship, lawfully issued under the provisions of the naturalization law, shall become lost, mutilated, or destroyed, the alien or the citizen may, upon application to the Director of Citizenship submitting evidence of the loss, mutilation, or destruction of such certificate and of the time, place, and court in which such certificate was granted, and in appropriate cases the time and place of entry of the alien into the United States, receive a new certificate made from the records of arriving aliens, or from the records of the court, as the case may be, upon proof of the loss and the right of the applicant to the certificate alleged to be lost.

SEC. 20. The following shall not be naturalized, acquire citizenship in the United States, or receive certificates of citizenship:

(a) Persons who are anarchists;

(b) Persons who entertain, advise, advocate, or teach, or who are members of or affiliated with any organization, association, society, or group, that entertains, advises, advocates, or teaches disbelief in or opposition to all organized government;

(c) Persons who believe in, advise, advocate, teach, or who are members of or affiliated with any organization, association, society, or group that believes in, advises, advocates, or teaches: (1) the overthrow by force or violence of the Government of the United States or of all forms of law, or (2) the duty, necessity, or propriety of the unlawful assaulting or killing of any officer or officers (either of specific individuals or of officers generally) of the Government of the United States or of any other organized government, because of his or their official character, or (3) the unlawful damage, injury, or destruction of property, or (4) sabotage:

(d) Persons who write, publish, or cause to be written or published, or who knowingly circulate, distribute, print, or display, or knowingly cause to be circulated, distributed, printed, or displayed, or who knowingly have in their possession for the purpose of circulation, distribution, publication, or display, any written or printed matter, expressing, advising, advocating, or teaching, disbelief in or opposition to all organized government, or expressing a belief in, advising, advocating, or teaching: (1) the overthrow by force or violence of the Government of the United States or of all forms of law, or (2) the duty, necessity, or propriety of the unlawful assaulting or killing of any officer or officers (either of specific individuals or of officers generally) of the Government of the United States or of any other organized government, or (3) the unlawful damage, injury, or destruction of property, or (4) sabotage;

(e) Persons who do not believe in the right of the individual to own property in his or her own right;

(f) Persons who will refuse to render military service when called by the duly constituted authorities of the Government:

(g) Persons who are members of or affiliated with any organization, association, society, or group, that writes, circulates, distributes, prints, publishes, or displays, or causes to be written, circulated, distributed, printed, published, or displayed, or that has in its possession for the purpose of circulation, distribution, publication, or display, any written or printed matter of the character described in subdivision (d);

(h) Persons who are polygamists or believe in the practice of polygamy. For the purpose of this section and section 34 of this act: (1) the giving. leaning, or promising of money, or anything of value to be used for the advertising, advocacy, or teaching of any doctrine above enumerated shall constitute the advising, advocacy, or teaching of such doctrine; and (2) the giving, loaning, or promising of money or anything of value to any organization, association, society, or group of the character above described shall constitute affiliation therewith: but nothing in this paragraph shall be taken as an exclusive definition of advising, advocacy, teaching, or affiliation.

No person shall, after this act takes effect, be naturalized as a citizen of the United States who can not speak the English language under tandingly. unless physically unable to speak. After one year from the date this act takes
