COPELAND, DIRECTOR, UNIVERSITY OF NORTH CAROLINA SEA GRANT PROGRAM Mr. EARLY [presiding]. The Committee will come to order. This afternoon we will continue with testimony from Members of Congress and interested individuals and organizations. The first witness will be Mr. B.J. Copeland of the National Association of State Universities and Land Grant Colleges. Mr. COPELAND. Thank you, Mr. Chairman. My name is B.J. Copeland. I am the Director of the University of North Carolina Sea Grant College Program, and I'm speaking here on behalf of the National Association of State Universities and Land Grant Colleges and the Sea Grant Association. We believe that Sea Grant plays an important role in the Nation's civilian efforts to effectively use the ocean and Great Lakes resources and environment. On behalf of Sea Grant Network, I'd like to thank you, Mr. Chairman, and the members of this Subcommittee and the full Appropriations Committee for the support that you've given us over the years. We're back again. I wish to briefly address the following items today. I want to talk about the Sea Grant record and its relationship to national economic competitiveness; Sea Grant's role in future U.S. ocean research and policy, and appropriations levels. First of all, the Sea Grant program fills a unique niche in American marine science activities. The Sea Grant programs have developed a responsive network of institutions and scientists, and today the nationwide network encompasses more than 300 universities and affiliated institutions, including a number from inland States.
