HOUSE OF REPRESENTATIVES,

COMMITTEE ON INTERNATIONAL RELATIONS,

Washington, DC. The Committee met, pursuant to notice, at 10:02 a.m., in room 2172, Rayburn House Office Building, Hon. Benjamin Gilman (chairman of the Subcommittee) presiding.

Chairman GILMAN. [presiding] The Committee on International Relations meets today in open session. We are going to be taking up several items of legislative business. We will also take up our views and estimates letter for the Committee on the Budget.

Also, I have been asked to announce that later today there will be a memorial service for our former colleague, Moe Udall. Mr. Udall, who served for a short time on this Committee, passed away late last year. The memorial service will be held at 2 p.m. in the Cannon Caucus room. All of our Members are invited to attend.

Chairman GILMAN. Without objection, the first reading will be dispensed with. Without objection, the Subcommittee amendment recommended by the Subcommittee on Asia and the Pacific will be considered as original text for the purposes of amendment. The
