The Subcommittee on the Department of Defense of the Committee on Appropriations and the Committee on Armed Services met in joint session at 10:10 a.m., in room 1223, New Senate Office Building, Hon. John Stennis (chairman of the Committee on Armed Services) presiding.

Present: Chairman Russell (of the Committee on Appropriations), Chairman Stennis (of the Committee on Armed Services) and Senators Pastore, Symington, Cannon, Young of Ohio. Inouye, Byrd, Jr., of Virginia, Young of North Dakota, Smith of Maine, Allott, Murphy, Brooke, and Schweiker.

Of the staff of the Committee on Appropriations: William W. Woodruff, counsel; Francis S. Hewitt, assistant clerk; Edmund L. Hartung, minority counsel; and Guy G. COMMITTEE PROCEDURE

Chairman STENNIS. The joint meeting of the Armed Services Committee and Subcommittee on Department of Defense of the Appropriations Committee will please come to order.

We are going to have our usual thorough hearing this year on all the budget. We already have quite a bit of activity by subcommittees looking into various phases of it, particularly research and development, and tactical airpower, and have been holding hearings and staff briefings, which will be continued.

We are meeting today jointly particularly to hear Mr. Laird and General Wheeler, in order to conserve their time as well as the time of the membership. All hearings will not be joint.

It will be the purpose of Senator Russell and myself to let everyone have a chance to ask all the questions that they might wish at these joint hearings. I know all of us realize that we have to cooperate and be as brief as we reasonably can, conserving the time of Secretary Laird and General Wheeler. I am a great believer in everyone having a chance to ask their questions and have their say.

We have arranged for hearings for next Tuesday when Secretary Laird, will be back to give us a presentation on the items for the SAFEGUARD anti-ballistic missile system. And since he is coming back especially for that, I hope the members will withhold discussion until that time. If it is necessary, he will come back again after next Tuesday.

A BILL To authorize appropriations during the fiscal year 1971 for procurement of aircraft, missiles, naval vessels, and tracked combat vehicles, and other weapons, and research, development, test, and evaluation for the armed forces, and to prescribe the authorized personnel strength of the Selected Reserve of each Reserve component of the armed forces, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

TITLE I-PROCUREMENT

SEC. 101. Funds are hereby authorized to be appropriated during the fiscal year 1971 for the use of the armed forces of the United States for procurement of aircraft, missiles, naval vessels, and tracked combat vehicles, and other weapons, as authorized by law in amounts as follows:

AIRCRAFT

For aircraft: for the Army, $296,900,000; for the Navy and the Marine Corps, $2,487,700,000; for the Air Force, $3,374,300,000.

MISSILES

For missiles: for the Army, $1,094,600,000; for the Navy, $983,000,000; for the Marine Corps $27,600,000; for the Air Force, $1,544,600,000.

NAVAL VESSELS

For naval vessels: for the Navy, $2,728,900,000.

TRACKED COMBAT VEHICLES

For tracked combat vehicles: for the Army, $207,200,000; for the Marine Corps, $48,700,000.

OTHER WEAPONS

For other weapons: for the Army, $69,200,000; for the Navy, $2,789,000; for the Marine Corps, $4,400,000.
