1 ance, for the taking of a school census in the District of 2 Columbia, and for other purposes,' or by any person duly 3 authorized by said director," and inserting in lieu thereof 4 "The certificate of eligibility required by this Act shall be 5 issued only by the Board of Education", and (ii) “sex, 6 color," and "the grade last completed by said minor,”, (B) 7 by striking out in the second sentence "work or vacation 8 permit" and inserting in lieu thereof "certificate of eligi9 bility", (C) by striking out the third sentence, (D) by 10 striking out in the fourth sentence "and shall be mailed to 11 the employer by the issuing officer, and in no case given 12 to the minor" and inserting in lieu thereof "and shall bear 13 the signature of the parent or guardian if the minor is under 14 sixteen years of age", (E) by amending the fifth sentence 15 to read as follows: "An office record for each applicant 16 containing the minor's name, date, and place of birth, evi17 dence of age, residence, the name and address of the minor's 18 parent, guardian, or custodian, and the grade and school last 19 attended by the minor, shall be kept by the Board of Edu20 cation.", and (F) by striking out the last sentence.

(9) Section 10 of such Act (D.C. Code, sec. 36-210)

22 is renumbered section 9 and amended to read as follows: "SEC. 9. The Board of Education shall issue a certificate 24 of eligibility only upon the application in person of the 25 minor desiring employment, accompanied, if the minor is

1 under sixteen years of age and is withdrawing from school 2 for purposes of employment, by his parent, guardian, or 3 custodian, and upon submission to and approval by the 4 Poard of the following:

"(a) Evidence of age as provided in section 10 of 6 this Act.

“(b) Written consent of the parent, guardian, or cus8 todian, if the minor is under sixteen years of age, specifying 9 permission for employment of such minor.

"(c) A school record, if the minor is under sixteen years of age, signed by the principal of the public, private,

or parochial school last attended by the minor, or by a per

son duly authorized by said principal. The school record 14 shall certify that the minor has completed the eighth grade

or the equivalency thereof in a public school, or has regularly received in a private or parochial school, instruction deemed

17 equivalent by the Board of Education to that prescribed for 18 the completion of the eighth grade in the public schools of 19 the District of Columbia. The school record shall contain 20 also the full name, date of birth, grade last completed, and 21 residence of the minor as shown on the records of the school." (10) Section 11 of such Act (D.C. Code, sec. 36–211) 23 is renumbered section 10 and amended (A) by striking out 24 in paragraph (c) "director of the department of school at25 tendance and work permits" and inserting in lieu thereof

1 "Board of Education", (B) by striking out the colon and 2 the provisos at the end of paragraph (c) and inserting in 3 licu thereof a period, (C) by striking out paragraph (d) 4 and all that follows, and (D) by redesignating paragraphs 5 (b) and (c), as amended by this section, as paragraphs 6 (c) and (d), respectively, and adding after paragraph (a) 7 the following new paragraph:

"(b) A record of age is given in the records of the 9 school first attended by the minor, if obtainable, or in the 10 earliest available school census."

(11) Section 12 of such Act (D.C. Code, sec. 36-212) 12 is renumbered section 11 and amended (A) by striking out 13 in the first sentence (i) "The director of the department of 14 school attendance and work permits, or any person duly 15 authorized by him, shall have authority to issue a vacation 16 permit to a minor between the age of fourteen and sixteen 17 years," and inserting in lieu thereof "The Board of Educa18 tion is authorized to issue a certificate of eligibility to a minor 19 under sixteen years of age", (ii) "11" and inserting in lieu 20 thereof "10", and (iii) "work permit" and inserting in lieu 21 thereof "certificate of eligibility", and (B) by striking out 22 in the second sentence (i) "permits" and inserting in lieu 23 thereof "certificates", and (ii) "work permit" and inserting 24 in licu thereof "certificate of eligibility".

(12) Section 13 of such Act (D.C. Code, sec. 36-213) 2 is repealed.

3 (13) Section 14 of such Act (D.C. Code, sec. 36–214) 4 is renumbered section 12 and amended (A) by striking out 5 in the first sentence (i) "permit" and inserting in lieu there6 of "certificate of eligibility". (ii) "work permit or vacation

permit" and inserting in lieu thereof "certificate", and (iii) 8 "minor's employer that such employer shall either furnish 9 him within ten days the evidence required for a work permit 10 showing that the minor is in fact eighteen years of age, or 11 shall refuse to employ or permit or suffer such child to work" 12 and inserting in lien thereof "minor for his certificate of 13 eligibility", and (B) by striking out in the second sentence 14 "evidence is not furnished to such person within ten days 15 after such demand," and inserting in lieu thereof "certificate 16 of eligibility or proof of age is not furnished,”.

(14) Section 15 of such Act (D.C. Code, sec. 36-215) 18 is renumbered section 13 and amended (A) by striking out 19 "14" each place it appears and inserting in lieu thereof "12", 20 (B) by striking out "department enforcing the child labor 21 law" and inserting in lieu thereof "Board of Education", 22 and (C) by striking out "$200" and inserting in lieu thereof 23 "$300".

(15) Section 16 of such Act (D.C. Code, sec. 36-216)

25 is renumbered section 14 and amended (A) by striking

1 out in the first sentence "director of the department of school 2 attendance and work permits organized under the Board of 3 Education of the District of Columbia and of the authorized 4 inspectors and agents of said department" and inserting in 5 lien thereof "Board of Education", (B) by striking out in 6 the second sentence (i) "director of the said department" 7 and inserting in lieu thereof "Board of Education", and (ii) 8 "work or vacation permits kept on file by the employer and 9 such other" and inserting in lieu thereof "such", and (C) by 10 striking out the third sentence.

(16) Section 17 of such Act (D.C. Code, sec. 36–217) 12 is renumbered section 15 and amended by striking out in 13 the first sentence "boy" each place it appears and inserting 14 in lieu thereof "minor".

(17) Section 18 of such Act (D.C. Code, sec. 36-218) 16 is repealed.

(18) Section 19 of such Act (D.C. Code, sec. 36–219) 18 is renumbered section 16 and amended (A) by striking out 19 "boy" and inserting in lieu thereof "minor", (B) by strik20 ing out "17" and inserting in lieu thereof "15", and (C) 21 by striking out "director of the department of school at22 tendance and work permits, or some person duly authorized 23 by him" and inserting in lieu thereof "Board of Education". (19) Section 20 of such Act (D.C. Code, sec. 36–220)
