1 Council and by the qualified voters of the District of Colum2 bia, including the date and time that each such act takes 3 effect, and (4) perform such other duties as the Council may 4 from time to time prescribe.

5 (c) The records required by subsection (b) shall be 6 available for public inspection during normal business hours 7 and copies of the records shall be made available for pur8 chase under such conditions and upon the payment of such 9 fees as the Council shall deem appropriate.

MEETINGS

SEC. 333. (a) A majority of the District Council 12 shall constitute a quorum for the lawful convening of any 13 meeting of the Council and for the transaction of business

of the Council.

(b) The first meeting of the Council after this part takes effect shall be called by the Chairman of the District

Council elected in accordance with this Act. Following each 18 such election, but not later than December 15 of the year of

the election, the secretary of the Council shall call the first meeting of the members of the Council elected in such election

for a date not later than January 7 of the next year.

(c) The Council shall provide for the time and place

of its regular meetings. The Council shall hold at least one

regular meeting in each calendar week except that during

July and August it shall hold at least two regular meetings

1 in each month. Special meetings may be called, upon the

2 giving of adequate notice, by the Mayor, the Chairman, or

any three members of the Council.

(d) Meetings of the Council shall be open to the public 5 and shall be held at reasonable hours and at such places as may be necessary to accommodate a reasonable number of 7 spectators. The Council shall not exclude the public from any 8 of its meetings unless the national security is involved. Any 9 citizen shall have the right to petition and be heard by the 10 Council at any of its meetings, within reasonable limits as set by the Council.

SEC. 334. The Council Chairman, with the advice and 14 consent of the Council, shall determine the standing and 15 special committees which may be expedient for the conduct 16 of the Council's business. The Chairman shall appoint 17 members to such committees. All committee meetings shall 18 be open to the public except when ordered closed by the 19 committee chairman, with the prior approval of a majority

of the members of the committee.

ACTS AND RESOLUTIONS

SEC. 335. (a) The Council, to discharge the powers and

duties imposed herein, shall pass acts and adopt resolutions,

21 upon a vote of a majority of the members of the Council

present and voting, unless otherwise provided herein. The

1 Council shall use acts for all legislative purposes. Resolutions 2 shall be used to express simple determinations, decisions, or 3 directions of the Council of a special or temporary character. 4 (b) (1) The enacting clause of all acts passed by the 5 Council shall be, "Be it enacted by the Council of the Dis6 trict of Columbia:".

7 (2) The resolving clause of all resolutions passed by the 8 Council shall be, "The Council of the District of Columbia 9 hereby resolves,”.

10 (c) A special election may be called by resolution of the 11 Council to present for referendum vote of the people any 12 proposition upon which the Council desires to take such 13 action.

PASSAGE OF ACTS

SEC. 336. The Council shall not pass any act before 16 the thirteenth day following the day on which it is intro17 duced. Subject to the other limitations of this Act, this 18 requirement may be waived by the unanimous vote of the 19 members present: Provided, That the members present con20 stitute a majority of the Council.

INVESTIGATIONS BY DISTRICT COUNCIL

22 SEC. 337. (a) The Council, or any committee or person authorized by it, shall have power to investigate any

matter relating to the affairs of the District; and for that

purpose may require the attendance and testimony of wit

1 nesses and the production of books, papers, and other evi2 dence. For such purpose any member of the Council (if 3 the Council is conducting the inquiry) or any member of 4 the committee, or the person conducting the inquiry, may 5 issue subpenas and may administer oaths.

(b) In case of contumacy by or refusal to obey a sub

pena issued to any person, the Council, committee, or person 8 conducting the investigation shall have power to refer the 9 matter to any judge of the United States District Court for 10 the District of Columbia, who may by order require such person to appear and to give or produce testimony or books,

papers, or other evidence, bearing upon the matter under 13 investigation; and any failure to obey such order may be 14 punished by such court as a contempt thereof as in the case 15 of failure to obey a subpena issued, or to testify, in a case pending before such court.

PROCEDURE OF ZONING ACTS

SEC. 338. (a) Before any zoning act for the District is passed by the Council

(1) the Council shall deposit the act in its introduced form, with the National Capital Planning Commission. Such Commission shall, within thirty days after the day of such deposit, submit its comments to the Council, including advice as to whether the proposed act

is in conformity with the comprehensive plan for the

District of Columbia. The Council may not pass the

act unless it has received such comments or the Commission has failed to comment within the thirty-day period above specified; and

(2) the Council (or an appropriate committee thereof) shall hold a public hearing on the act. At least thirty days' notice of the hearing shall be published as the Council may direct. Such notice shall include the time and place of the hearing and a summary of all

changes in existing law which would be made by adop

tion of the act. The Council (or committee thereof 12 holding a hearing) shall give such additional notice as it

finds expedient and practicable. At the hearing interested persons shall be given reasonable opportunity to be heard. The hearing may be adjourned from time to time. The time and place of the adjourned meeting shall be publicly announced before adjournment is had.

(b) The Council shall deposit with the National Capital 19 Planning Commission each zoning act passed by it.

22 SEC. 401. (a) There is hereby created the office of 23 Mayor of the District of Columbia. The Mayor shall be 24 elected as provided in title VIII. The term of office of the
