To provide an elected Mayor and City Council for the District of Columbia, and for other purposes.
1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, subject to the retention by Congress of the ultimate 4 legislative authority over the Nation's Capital which is 5 granted by the Constitution, it is the intent of Congress to 6 restore to the inhabitants of the District of Columbia the 7 powers of local self-government which are a basic privilege 8 of all American citizens; to reaffirm through such action 9 the confidence of the American people in the strengthened 10 validity of principles of local self-government by the elective
