COMMITTEE SECURITY PROCEDURES SELECT COMMITTEE ON ASSASSINATIONS UNITED STATES HOUSE OF REPRESENTATIVES These security procedures are adopted pursuant to the Rules of the Select Committee on Assassinations to prevent the unauthorized disclosure of information that comes to the attention or into the possession of the Select Committee and its staff. All such information is the property of the Committee, and every member of the staff is responsible for safeguarding such information while under his or her control. agency that bears a "Top Secret", "Secret" or "Confidential” 102. Receipt of Restricted Material The Security Director is officially authorized to receive restricted material on behalf of the Committee. In the event that restricted material comes into the pos- session of any other staff member, it shall be immediately All restricted material shall be stored in the Security Office in a safe or safe-type steel file, con- tainer with a three-position dual-type combination lock. All such safes and containers shall be assigned an identi- fication number or symbol, which shall be affixed to the outside of the container. Only the Chief Counsel and 104. Registration of Restricted Material Upon receipt of restricted material, the Security Director or his designee shall: assign the material an identification number; record in the security log the date of receipt, identification number, executive source, a brief physical description of the material, and the safe in which it is to be stored; and notify the Chief Counsel of its receipt. 105. Access to Restricted Material (a) Committee Employees. No member of the Committee staff or person engaged to perform services for the Committee shåll have access to restricted material unless granted a security clearance pursuant to Section 301. below. (1) The Chief Counsel shall have access, and the power to grant access, to all restricted material, unless the Chairman directs that access be limited to the Chief Counsel and other specified persons; (2) "Need-to-know". Access to restricted material shall only be granted to Committee employees when required in the performance of their official duties. No employee exclusively assigned to either investigation shall have access to restricted material that does not pertain to that investigation. The Security Director shall require written authorization, which shall be retained in the Security Office, before releasing the specified material. 2 (b) Committee Members. All Members of the Committee shall have access to all restricted material. (c) Representatives. Members of the House of Repre sentatives shall have access to restricted material in the Committee's possession only in accordance with Rule 13 of the Select Committee, which provides: Rule 13. Access by Members of the House of Representatives to Restricted (including classified and confidential) or Sensitive Information. 13.1 Members of the House of Representatives 13.2 Before receiving access to such information, Members will be required to identify the material, document or information they desire to read, identify themselves to the staff member assigned, and sign the Access Information sheet. 13.3 The Access Information sheet to be signed by Members will state the Member has read all the Committee's rules and in particular Rule 13, and agrees to honor them. 13.4 Restricted (including classified and confidential) or sensitive information shall be treated as such by all Members who receive access. 13.5 Restricted (including classified and confidential) or sensitive information will be available only during regular Committee hours. Only Members of the House of Representatives may have access to such information. 13.6 Information to which the Member receives access may not be removed from the reading room, and a staff member will be present at all times. 13.7 An access log will be kept identifying the material, staff member assigned, and the time of arrival and departure of all Members having access. |
