The Puget Sound lies between the Cascade and Olympic Mountains in northwestern Washington. A comprehensive Type 2 study of the water resources of the Puget Sound and adjacent waters was initiated in fiscal year 1964. Federal and State agencies having an interest in water resource planning in Washington are participating in the study. The objective is the preparation of comprehensive plans for management and development of the water and related land resources of the area. Long-range plans will be developed on a framework basis for guidance in future planning where immediate development is not now justified. Detailed plans will be required for implementation where there is an immediate need and economic justification. The Bureau of Reclamation has a responsibility for the irrigation and other related aspects of the study. Work is scheduled to be completed in fiscal year 1970. Willamette River Basin Comprehensive Survey Oregon $1,213,148 $1,175,548 $37,600 The Willamette Valley, situated in northwestern Oregon, lies between the Cascade and Coast Range Mountains and extends from the Calapooia Mountains on the south to the Columbia River on the north. Its length is approximately 150 miles, and the average width is 80 miles. The purpose of the Type 2 investigation is the development of a comprehensive plan to insure optimum utilization of the area's land, water, and other resources. All Federal and State agencies having an interest and responsibility in the resources of the Willamette River Basin are participating in the investigation. Coordination is being achieved through the Willamette River Basin Task Force on which all Federal agencies and the State of Oregon are represented. A report is scheduled for completion in fiscal year 1970. The conduct of a broad and varied regional investigations program requires a number of activities, general in nature, both recurring and nonrecurring, which are not properly chargeable to any specific investigations project or other item. Activities of this category in Region 1 include such items as studies of power and flood control associated with important Army and Reclamation dams that are in operation, under construction, or authorized; participation in the coordination, planning, and operation of the Columbia River; participation in the Pacific Northwest River Basins Commission; collection of basic hydrologic data in areas scheduled for Other Basins Region 1 $801,000 $285,104 For Basin Surveys to be initiated after fiscal year 1971. $515,896 This is a comprehensive basin survey which is a joint undertaking of the Departments of Agriculture; Army; Health, A reconnaissance survey of this basin was made during the early 1950's and the results were summarized in a report entitled, "Upper Klamath River Basin," dated June 1954. The objective of this study is to bring those earlier studies up to date. The studies identify areas of greatest need where further, more detailed, investigations would be justified. A reconnaissance report for the Lost River drainage basin was completed in fiscal year 1968. An inventory report on the needs and interests concerning the entire Upper Klamath River Basin was completed in fiscal year 1969. A reconnaissance report on specific projects within the basin will be completed in fiscal year 1970. Regional Planning Service (formerly Central Valley Basin, General Studies) California $3,212,030 $1,722,030 $151,000 $200,000 $1,139,000 The conduct of a broad and varied regional investigations program includes a number of activities, general in nature, both recurring and non-recurring, which are not properly chargeable to any specific investigation, project or other item. Activities of this category in Region 2 include such items as hydrologic, engineering, and economic studies as well as consideration of broad environmental factors necessary to coordinate plans for specific Federal projects among themselves and with those of other agencies such as the Corps of Engineers, California Department of Water Resources and other public and private developments to insure that they are compatible with the plans of those agencies. Considerable effort is involved in cooperation with the State agencies and other Federal agencies to insure this compativility. The Regional Planning Service line item provides a convenient, equitable, and needed means of funding such activities. This is a Type I comprehensive survey of the Lower Colorado River Basin which is a joint undertaking of the guides to future water resource development. A basin survey report is scheduled to be completed in FY 1971. A The conduct of a broad and varied regional investigation program requires a number of activities, general in nature, both recurring and nonrecurring, which are not properly chargeable to any specific investigation, project or other item. Activities of this category in Region 3 include such items as obtaining hydrologic data for general basin planning, developing data on water availability and use for water allocation studies, and determining the effect of upstream uses and operations on the quality of water available downstream under present and future conditions. It includes cooperation and liaison with the states and other Federal agencies on overall basin matters; studies arising from the responsibilities placed on the Secretary of the Interior under the Supreme Court decision in the Arizona v. California water right litigation; participation in programs for developing basic hydrologic networks and collection of basic planning data; cooperative programs underway in the Lower Colorado River Basin with the Geological Survey for collection, analysis, and publishing streamflow data; review of reports by other agencies; etc. The quality of water studies will be directed toward an evaluation of the effect of developments in the Upper Colorado River Basin on the quality of water in the Lower Colorado River Basin and plans for developments in the latter area. The Regional Planning Service line item provides a convenient, equitable, and needed means of funding such activities. Colorado, New $1,333,462 $723,462 $327,000 Mexico, Utah and Wyoming $283,000 $ This comprehensive basin survey of the Colorado River Basin above Lee Ferry is a joint undertaking of the Departments of Interior; Agriculture; Army; and Health, Education, and Welfare and the States of the Upper Basin. The objective of the survey is to project economic development and needs for water and related land resource uses, to determine water availability both as to quantity and quality, and to appraise land resource potentialities. Characteristics of water and land resource problems are being outlined and solutions explored. This survey should assist in guiding future water resource development. A basin survey report and summary report are scheduled to be completed in fiscal year 1971. Regional Planning Service Arizona, $ 860,000 $ 10,000 $850,000 The conduct of a broad and varied regional investigation program requires a number of activities, general in nature, both recurring and nonrecurring, which are not properly chargeable to any specific investigation, project or other item. Activities in this category in Region 4 include miscellaneous studies not related specifically to programed investigations. It will also cover work of Federal representatives on the Bear River Commission and the Upper Colorado River Commission. The Regional Planning Service line item will provide a convenient, equitable, and needed means of funding such activities beginning in fiscal year 1971. |
