Section 12. He initiates and pursues studies of various types designed to show the relative efficiency of equipment, uniforms, methods of handlng property, records, keepng, etc., and makes recommendations based on these studies.

Section 13. He performs such other duties and accepts such other responsibilities as are necessary, right and proper for the head of this division.

Section 14. His assignment is contingent upon satisfactory performance of duty. The Chief may

terminate his assignment at any time, whenever it may appear that a change of division heads would be for the good of the service. Any temporary rank which may have been authorized for the duration of the assignment would lapse with a change of assignment.

Section 15. While so assigned, and while performing administrative duties, the Officer-inCharge of the Transportation and Equipment Division is a member of the Chief's staff, and is required to attend all staff meetings. If unavoidably prevented from attending, he arranges to be represented at such meetings by his deputy.

JOB DESCRIPTION-THE OFFICER-IN-CHARGE OF THE TRANSPORTATION AND EQUIPMENT DIVISION

Section 1. The third of the three service divisions of the police force is the Transportation and Equipment Division. An officer is assigned as head of the Transportation and Equipment Division. The head of this division is an administrative officer directly responsible to the Assistant Executive Officer for the good administration and efficient organization of the division. He reports to the Assistant Executive Officer daily and keeps him advised of unusual happenings and of any difficulties which arise within his division.

Section 2. The Transportation and Equipment head primarily performs administrative duties, but as a sworn enforcement officer is also expected and required to perform the basic duties of park policemen.

Section 3. The work of the division could logically be separated into two or more parts, each part being performed by a separate unit, but until the Master Organization Chart is changed to allow such division, no separation of duties will be made. At the present time, property clerks will also necessarily perform duties connected with transportation.

Section 4. The division head assigns the personnel of the division to particular hours and duties, being guided therein by the policies of the Chief, and the requirements of the Master Organization Chart. He prepares daily schedules of personnel assignment, provides for the effective and economical distribution of work, and makes daily checks of the punctuality and attendance control records, with special reference to members of his own division. He takes any necessary corrective measures to promote efficiency and to ensure honest and faithful service.

Section 5. He is responsible for making a personal daily review of property transactions of all sorts accomplished in the preceding day. He procures and supervises the maintenance, repair, and upkeep of the motor vehicles of the police force,

and maintains for each vehicle an individual record of costs and expenses throughout its life. He lists and inventories all items of permanent and expendable property belonging to the police force, and keeps these lists current. Every item of every sort of property belonging to the department is in his charge and custody. The records of requisition, acquisition, current custody, and final disposition of all property are kept in the Central Files, but the transactions are handled by Transportation and Equipment, and the property itself is handled in all stages through this division.

Section 6. The Officer-in-Charge of the Transportation and Equipment Division is responsible for preparing requisitions for materials and supplies needed by the police force and for charging out stock to those who use it. He handles uniforms, badges, service revolvers, ammunition, and all other physical appurtenances of police equip

ment.

Section 7. Daily, he checks the records of vehicles impounded and released, and makes a physical check of items in the impounding yard. He is responsible for the good care and safe-keeping of impounded vehicles, and for requiring that the rules of the police force relating to impounding and release are followed strictly.

Section 8. He examines and forwards records. and reports prepared in his division, and is responsible for the security of records while in the hands of his division.

Section 9. Portable property of all sorts in the custody of the division is in his charge and care, and the head of the division is personally responsible for its proper keeping.

Section 10. He provides for the frequent, periodic cleaning and setting in order of the spaces under his control.

Section 11. The head of this division takes occasion to observe the activities in his division at odd hours of the day and night. At the direction

of the Assistant Executive Officer, he details men from his division to perform temporary duty with other divisions.

POLICEWOMEN

Section 1. Policewomen shall, according to rank, be governed by the rules laid down for the guidance of male members of the police force, insofar as such rules are applicable and consistent with the special class of work performed by police

women.

Section 2. It shall be the duty of the policewomen to perform such duties as may be assigned them by the Officer-in-Charge of the Crime Prevention Unit or by the Chief, which duties may include the patrol of various parks, with special attention given to rest rooms, park buildings, playgrounds and other places in the park system where women and children congregate. When so assigned, they shall spend the major portion of their time on the outside, spending only such time in buildings as is necessary for making investigations and reports and for conducting interviews.

Section 3. Policewomen so assigned shall devote their time principally to the protection of juveniles and women, whether as perpetrators of criminal acts or as victims of such acts, and to the investigation and arrest or apprehension of offenders. They shall follow a definite program of crime prevention, obtaining the cooperation of social service agencies, Juvenile Court, and all other interested individuals and groups. Policewomen performing outside duty shall devote their attention to the protection of women and children and prevent criminal exploitation of them by per

sons who would contribute to their delinquency by overt or perversive actions.

Section 4. Policewomen shall, as far as possible, be present for interviews with women perpetrators of criminal acts or the victims of such acts, and shall offer such assistance as might be expected from one woman to another in time of distress.

Section 5. Policewomen shall make such special investigations as may be assigned them, and shall keep the Officer-in-Charge of the Crime Prevention Unit advised as to developments in all such investigations.

Section 6. They shall be vigilant in the prevention and detection of crime of every description. Section 7. Policewomen shall not engage in work for or with any other member of the police force except when directed to do so by the Chief or the Officer-in-Charge of the Crime Prevention Unit: Provided, That in the conduct of a surveillance they may communicate with other members of the police force for the purpose of preventing a crime or the apprehension of a criminal whom they have reasonable grounds to suspect as having committed a crime.

Section 8. Policewomen assigned to duty other than regular patrol or crime prevention duty, shall perform such duties with vigor and as efficiently as possible, according to direction.

Section 9. They shall, when on duty, communicate with the Park Police Headquarters at times designated by directive, but in no case shall such contacts be at longer intervals than 2 hours.
