JOB DESCRIPTION-THE OFFICER-IN-CHARGE OF THE TRAFFIC DIVISION

Section 1. The third line division of the police force is Traffic. An officer of the force is assigned as head of this division. The Traffic Division has two units, Accident Prevention, and Traffic and Parking Control. Each of the units has a head, designated by the division chief, and all personnel of the division are divided between these units. Duties and hours of all in the division are as scheduled by the Officer-in-Charge, so long as these are consistent with the wishes and policies of the Chief and within the bounds of the schedules contained in the Master Organization Chart.

Section 2. The traffic head is a sworn enforcement officer, and is responsible for the performance of the basic duties of park policemen.

Section 3. His duties are principally administrative, but as occasion offers he makes inspections of the work of his division in the field. He reports to the Assistant Executive Officer daily and keeps him advised of any unusual developments or any difficulties encountered. He is responsible for keeping charts and statistical records in the field of traffic, for maintaining an enforcement index, for keeping abreast of late developments in traffic education, engineering, and enforcement, and for devising and keeping current a program of selective enforcement of traffic offenses. He is charged with the planning of ways and means of improving traffic control in the park system, of expediting the safe flow of traffic at times and places where congestion is encountered, and of improving the service rendered to the public in accident prevention and investigation.

Section 4. He is directly responsible to the Assistant Executive Officer for the good administration and operational efficiency of the Traffic Division. He prepares daily schedules of hours and assignments for all personnel of his division, arranging the most effective and economical distribution of traffic men and accident investigators in all reliefs, giving due regard to the wishes and policies of the Chief and to bounds of the schedules laid down in the Master Organization Chart. He provides for the adequate supervision of the members of his division at all times, and for those members of other divisions who perform traffic

control duty while temporarily attached to his division.

Section 5. The traffic chief takes occasion to observe the activities of the personnel of his division at odd times of the day and night. He reviews the Attendance Record, the Patrol Signal System Record and the Radio Log, insofar as the activities of members of his division are concerned, and takes any necessary corrective action to ensure punctuality and faithful performance of duty.

Section 6. He examines all reports submitted by personnel of his division, initialing those found satisfactory, and taking measure to procure correction of any found lacking.

Section 7. He provides for the prompt handling and service of traffic warrants, and by coordination with the Records Division ensures that adequate records of traffic offenders are available at all times.

Section 8. The traffic chief initiates studies, both statistical and in the field, with a view to promoting an understanding of the traffic problems of the police force. He plans and recommends constructively as a result of such studies, both in the field of traffic engineering and traffic education. He sets up and operates a program of supervision and control of traffic violation notices issued by all members of the department, and performs such other duties and discharges such other functions as are necessary, right, and proper for the head of the Traffic Division to undertake.

Section 9. At the direction of the Assistant Executive Officer, he details personnel from his division to temporary duty with other divisions.

Section 10. His assignment is contingent upon satisfactory performance. The Chief may terminate his assignment at any time, whenever it may appear that a change of traffic heads would be for the good of the service. Temporary rank which may have been authorized for the duration of the assignment lapses with the removal of the man from the office.

Section 11. While serving in this administrative capacity, the Officer-in-Charge of the Traffic Division is a member of the Chief's staff, and is required to attend all staff meetings. If unavoidably prevented from attending, he arranges to be represented at such meetings by his deputy.

JOB DESCRIPTION-THE OFFICER-IN-CHARGE OF THE TRAINING DIVISION

Section 1. The first of the three service divisions is that of Training. The officer who is assigned as head of this division receives and executes orders issued by his official superiors in the name of the Chief, and more especially those which pertain to his division. He reports to the Assistant Executive Officer daily, keeping him advised of any unusual happenings and of difficulties which arise within the purview of the Training Division. In addition to the above, he performs the basic duties of park policemen, and discharges the obligations and responsibilities of his rank.

Section 2. He is directly responsible to the Assistant Executive Officer for the good administration and operational efficiency of the Training Division. He takes charge of the recruiting of replacement personnel, makes investigations of applicants before appointment, arranges for their indoctrination after appointment, and certifies them ready to perform duty. He plans and executes the training programs and educational projects of the police force with due regard for the policies of the Chief and the directions of his official superiors. He sets up and maintains (in the files of the Records Division) personnel records depicting the qualifications and aptitudes of individual members and the history of their training. He maintains liaison with other agencies having training facilities, and recommends suitable members for outside training. He takes charge of, maintains, and develops the library of the police force toward the desired end of having immediately at hand the reference books, treatises and documents necessary for competent handling of subjects of law and law enforcement. In addition, he performs such other planning and ad

ministrative functions as are necessary and proper

for the head of the Training Division to undertake. Under the direction of the Assistant Executive Officer, he details men and women from his division to perform special duties, or to the temporary performance of duty with other divisions.

Section 3. The Officer-in-Charge of the Training Division is responsible for planning, organizing, and executing a continuing comprehensive program of improving the morale of personnel within the police force, and of improving public relations of the force with press, public and other agencies of government. He makes personal appearances at public assemblies and gatherings, and conveys by any and all available means to any who are interested the good intentions and good will of the police force. As indicated, he arranges for public appearances of the Chief and other officials who can present features of the work of the department to public audiences.

Section 4. In setting up and promoting programs within the police force designed to draw individual members closer together, and in coordinating through better personal relations the effectiveness of units and groups, the Officer-incharge of the Training Division has great latitude of operation. He is in charge of all programs of organized athletics, recreation, and shooting competitions.

Section 5. While so assigned, and while performing administrative duties, the Officer-inCharge of the Training Division is a member of the Chief's staff, and is required to attend all staff meetings. If unavoidably prevented from attending, he arranges to be represented at such meetings by his deputy.

JOB DESCRIPTION-THE OFFICER-IN-CHARGE OF THE COMMUNICATIONS AND RECORDS DIVISION

Section 1. The second of the three service divisions of the police force is Communications and Records. An officer is assigned as head of the division. The division is subdivided into two units, Communications being one and Records the other. The head of the division designates the individuals to be in charge of the units, since they are responsible to him. The personnel assigned to the division are divided between the two units named. Duties and hours of all so assigned are as directed by the head of the division, so long as these are consistent with the wishes of the Chief and are consistent with the policies of the police force, as expressed in the Master Organization Chart.

Section 2. The Officer-in-Charge of the Communications and Records Division is a sworn enforcement officer and is responsible for performing the basic duties of park policemen.

Section 3. The head of this division reports daily to the Assistant Executive Officer and keeps him advised of unusual development and any difficulties encountered. His duties are principally administrative, but as occasion offers he makes personal checks of the efficiency of radio communication in the field.

Section 4. He is directly responsible to the Assistant Executive Officer for the good administration and operational efficiency of his division. He prepares daily schedules of personnel assignment, providing for the effective and economical distribution of desk officers, dispatchers, switchboard operators and records clerks in all reliefs. In making his assignments he keeps in mind the policies implicit in the Master Organization Chart. Section 5. The Records and Communications head has charge of and is responsible for the radio receivers and transmitters belonging to the police force. He arranges for their care and repair, as necessary. Telephone communication is also in his charge, and he is responsible for the proper func

tioning of the patrol signal system. He is responsible for the monitoring of radio and telephone communications systems to whatever extent is necessary to ensure that they are used strictly in accordance with park police rules and regulations, and he reports to the Assistant Executive Officer any instances of misuse of communications which come to his attention, regardless of the rank or assignment of offenders.

Section 6. He provides for the adequate supervision of the members of his division at all times, and for the proper instruction and supervision of any members of other divisions who may be temporarily performing duty in the Communications and Records Division. He checks on the operations of the punctuality and attendance control records, giving attention to punctuality and attendance by members of his own division, and to the performance of duty by the members of his division who keep the records for the police force. He examines and forwards the reports and charts prepared by his people, and is alert to catch reports from other divisions which should have attention before filing.

Section 7. The records of the police force are in his charge and care, and he is responsible for all of them except the personnel records kept in locked files by the Executive Officer. The records and communications head arranges for the preparation of statistical reports and analyses, spot maps, and special studies requested by other divisions and ordered by the Executive Officer.

Section 8. He takes occasion to observe the work and activities of the personnel of his division at odd times of the day and night. He takes whatever corrective action is necessary to enforce compliance with regulations and to ensure faithful performance of duty.

Section 9. The Communications and Records head keeps abreast of developments in both of the fields of police activity which come under his
