JOB DESCRIPTION-THE OFFICER-IN-CHARGE OF THE PATROL DIVISION

Section 1. One of the officers of the police force is assigned to head the Patrol Division. This is the first of three line divisions which, in strength and activity, is the principal division, and includes all units and sections engaged in patrol activities as a primary function. The number of personnel assigned to the Patrol Division may exceed the combined total of personnel assigned to all other divisions. This is not to say that the work of the other divisions is not as important as patrol, but merely to emphasize that patrol is the main business of the police force. All police administration and organization, to be realistic, must be founded on the understanding and acceptance of this basic fact.

Section 2. The patrol head is an administrative officer, directly responsible to the Assistant Executive Officer for the efficient organization and operational effectiveness of the Patrol Division. He reports to the Assistant Executive Officer daily, and keeps him continuously advised of any unusual happenings, and of any difficulties that arise which are within his purview.

Section 3. Although his assignment is of an administrative nature, the patrol head is also a sworn enforcement officer, and he is responsible for performing the basic duties of park policemen.

Section 4. The patrol chief makes the assignments within his division, and provides for the effective and economical distribution of uniformed and plain-clothes patrolmen in all reliefs. The patrol supervisors assigned him are likewise effectually distributed. Daily schedules of assignment of patrolmen and supervisors are prepared and published to the division. In utilizing the strength of personnel available, the patrol chief gives due regard to the wishes and policies of the Chief, and stays within the bounds of the schedules shown in the Master Organization Chart.

Section 5. Personal inspections of the efficiency of patrols are made at odd times of the day and night by the patrol commander.

Section 6. At the direction of higher authority, he details members of his division to temporary duty with other divisions.

Section 7. The patrol commander closely reviews the Patrol Signal System Record, the Attendance Book kept at headquarters, and the Radio Log, as well as any other available records which reflect the activities of members of his division, and initiates any corrective measures found to be necessary. He reviews the reports submitted by members of his division, and makes continuing constructive efforts to procure improvement in them.

Section 8. Generally, he performs such other planning and administrative functions within his division as may be necessary, right, and proper for the patrol commander to undertake.

Section 9. Upon the quality of the results which he obtains depends the tenure of his office. His appointment as head of the devision is made in the expectation of satisfactory service; whenever it appears that his removal would be for the good of the service, his appointment may be summarily terminated by the Chief. At such time, any temporary rank which may have been authorized for the period of the assignment automatically lapses. Temporary ranks are a perquisite of the office, not of the man.

Section 10. While serving in his administrative capacity, the Commanding Officer of the Patrol Division is a member of the Chief's staff, and is required to attend all staff meetings. If unavoidably prevented from attending, he arranges to be represented at such meetings by his deputy.

JOB DESCRIPTION-THE OFFICER-IN-CHARGE OF THE CRIME PREVENTION UNIT

Section 1. One of the officers of the police force is assigned to head the Crime Prevention Unit. This is the second of the three line divisions of the police force. Personnel permanently assigned to this division for duty as investigators receive extra compensation. All investigations which are needed or ordered in the police force, with the exception of investigations of motor vehicle accidents, are performed by the Crime Prevention Unit. However, this division is not required to investigate complaints or suspicions directed against its own personnel or against members of other divisions. Such investigations are a supervisory function, and are personally conducted by supervisory officers of the force, as assigned by the Executive Officer.

Section 2. The Crime Prevention Unit commander's duties are largely administrative, but he may be called upon to take personal charge of the investigations of serious crimes and matters of urgent interest to the Government. He reports to the Assistant Executive Officer daily, and is directly responsible to him for the good administration and effective organization of his division. He keeps the Assistant Executive Officer continuously advised of the progress of the investigations being made by his division and of the work currently being performed by the Crime Prevention Unit. Unusual happenings and difficulties arising within his purview are reported at once to the Assistant Executive Officer.

Section 3. The Crime Prevention Unit head is a sworn enforcement officer, and is responsible for performing the basic duties of park policemen. Section 4. He makes the assignments within his own division, and is responsible for maintaining an effective and economical distribution of investigators and crime prevention workers in those reliefs where such services are needed. He prepares and publishes to the division daily schedules of hours and assignments. In making his assignments of personnel and in preparing his rosters, the Crime Prevention Unit head gives due regard to the wishes and policies of the Chief, and stays within the bounds of the schedules shown in the Master Organization Chart.

Section 5. The Crime Prevention Unit head will give daily thought and effort to the improvement of the quality of the investigations made by his people, and to the improvement of their reporting. He keeps them abreast of the best of the methods used by other enforcement agencies, and encourages the development of the effective techniques of investigation. He closely reviews the Attendance Book, the Radio Log, and the Patrol Signal System Record, insofar as these records reflect the activities of his division, and initiates any corrective measures found to be necessary. He reviews the reports submitted by members of his division, and initials those found satisfactory-returning for revision any which are not up to the desired standard. He requires weekly progress reports from his investigators, in which cases assigned are shown, and the progress in each one is noted.

Section 6. In general, he is responsible for all planning and administration within his division. He performs any other duties and discharges any other functions not named herein which are necessary, right, and proper for the Crime Prevention Unit head to undertake.

Section 7. His assignment as Officer-in-Charge of the Crime Prevention Unit is contingent upon the satisfactory performance of duty in that capacity. The quality of results obtained by his division determines his continued tenure of the office. The Chief may terminate his assignment at any time, without notice, whenever it appears to be desirable that such removal would be for the good of the service. At such time as the assignment is terminated, any temporary rank which may have been authorized for the period of assignment lapses. Temporary ranks in this department are a corollary of assignment to the performance of administrative duties.

Section 8. While serving in this administrative capacity, the Officer-in-Charge of the Crime Prevention Unit is a member of the Chief's staff, and is required to attend all staff meetings. If unavoidably prevented from attending such meetings, he arranges to be represented by his deputy.
