JOB DESCRIPTION-EXECUTIVE OFFICER

Section 1.-The officer of second highest rank in the park police force is the Executive Officer. By virtue of his rank, he is next in command after the Chief. In the plan of organization of the police force he serves as Executive Officer.

Section 2. The Executive Officer of the police force is directly responsible to the Chief for the good administration and efficient operations of the force, insofar as the authority of the Chief is delegated to him for these purposes.

Section 3. He receives and executes the orders of the Chief. He implements the policies of the Chief. He has authority to speak and command in the name of the Chief, and may issue orders and directives to the force by direction.

Section 4. In the absence of the Chief he acts in his place and takes over his duties and responsibilities.

Section 5. The Executive Officer supervises and coordinates the work of all units and divisions. With the facilities and personnel available, he devises ways and means of carrying out the orders he receives, and of translating the policies of the Chief into effective action.

Section 6. He consults and advises with the Chief daily, as frequently as necessary. He keeps the Chief closely advised of the operations of the police force. When so assigned, attends meetings, ceremonies, boards, and public functions, as the representative of the Chief. He is the senior member of the Chief's staff, and attends all departmental staff meetings.

Section 7. Occasionally, at odd hours of the day and night, he makes personal inspections of patrols and of the other work of the police force, reporting in writing to the Chief after each such inspection. Section 8. Daily, he reviews the written reports received from subordinates, and routes those which would be of interest to the Chief to his desk. The Morning Report, which summarizes the previous day's business, is prepared for the Chief by the Executive Officer.

Section 9. The Executive Officer acts as Follow-Up Officer for the department, and by patient

instruction and correction endeavors to improve the efficiency of routine operations.

Section 10. He is responsible for the initiating of disciplinary processes within the police force, acting when in receipt of complaints from subordinate supervisors, or upon his own complaint, or that of the Chief.

Section 11. The confidential files of the police force and the safes and storerooms are in his charge. He is principal trustee of the Badge and Floral Fund of the force, and is responsible to the Chief for its faithful administration. He administers any other funds or collections which may be authorized by the Superintendent for the force.

Section 12. On the occasions of the Chief's weekly inspections, he accompanies the Chief and takes notes for the report required. Upon return to his office, he prepares the report for the Chief's signature.

Section 13. He maintains the Master Organization Chart of the police force so that it reflects at all times a true picture of the working arrangements of the force in actual operation.

Section 14. In order that he may effectively discharge the duties and responsibilities of his assignment, the Executive Officer is kept fully informed by the Chief of the plans and policies of the Superintendent, and of the Chief's own ideas and designs. Except when direct dealing is required by the urgency of circumstances, the Executive Officer is charged with the details of administrative operations. In those cases where arrangements are made or orders given by the Chief, the Executive Officer is promptly informed.

Section 15. Before substantial changes are made in organization, or before significant alterations of any sort are effected in the administrative or operational routines, the Chief and the Executive Officer shall confer upon the merits of the change.

Section 16. The Night-Record Book of the police force is prepared each day by the Executive Officer. Instructions and directions for any special operations of the police force are entered here for

the guidance of Night and Midnight Commanders. In this book also the Night and Midnight Commanders make informal reports to the Executive Officer of any items out of the ordinary which occur in their reliefs.

Section 17. In the event of serious fire, catastrophe, tumultuous disorders, serious injuries or death occurring to members of the police force, or of others as a result of their official acts, at night or during off-duty hours of the Executive Officer, he is promptly notified, and if it seems necessary or desirable in his judgment he notifies the Chief.

Section 18. The Executive Officer notifies the Chief when he leaves the headquarters building during duty-hours, and advises him of his itinerary and destination when he leaves the jurisdic

tion during vacation periods. During his absences from duty, his functions are performed by the Lieutenant currently assigned as Aide.

Section 19. In the absence of the Chief, the Exexcutive Officer shall notify the Superintendent promptly of all reports of capital crimes, such as felonies, serious charges against police personnel and matters of unusual interest to the press. If after normal working hours, every effort should be made to reach the Superintendent by telephone. In the absence of the Chief, this responsibility rests with the officer then in charge.

Section 20. Although the Executive Officer's duties are principally administrative, he is a sworn enforcement officer, and responsible for the performance of the basic duties of park policemen.

JOB DESCRIPTION-THE ASSISTANT TO EXECUTIVE OFFICER

Section 1. One officer of the police force performs duty in the 2nd Relief, and is assigned as Assistant to the Executive Officer. The assignment of the officers who are available for this duty to the various reliefs is usually made according to a rotating roster.

Section 2. The Assistant reports daily to the Executive Officer for special assignments, and works closely with him under his immediate direction. During any brief absences of his seniors, he takes charge of the activities of the police force during the 2d Relief.

Section 3. He is available, as needed, to represent the Chief at public meetings, conferences, and councils and boards, which neither the Chief nor the Executive Officer can attend.

Section 4. When not engaged in performing special duties assigned, he makes special inspections of the effectiveness of police operations and observes the work of the various divisions; reporting in writing after such tours, and making recommendations for any improvement needed. Section 5. Whenever he is so assigned, he makes special investigations in disciplinary cases.

Section 6. The Assistant serves as the special envoy of the Chief in carrying out missions of confidential or delicate nature, requiring the services of an official of his rank. He receives his

instructions in such cases from the Executive Officer, and reports back to him.

Section 7. Special events occurring in the park system during the second relief may be referred to the Assistant for arrangement of police details, and if not of a size or significance to require the personal presence of the Chief, such events may be assigned to him for operational handling.

Section 8. During the absence from duty of the Executive Officer, the Assistant assumes his responsibilities and discharges his functions. Although his assignment is administrative in nature, the Assistant is a sworn enforcement officer, and is responsible for performing the basic duties of park policemen.

Section 9. The heads of the various divisions of the police force report directly to the Assistant Executive Officer, and one of the principal duties of that official is to secure a full measure of cooperation and coordination between divisions. Problems of operations and functioning are referred first to the Assistant Executive Officer by division heads. He is the officer with whom they have first contact in all matter brought up for decision of higher authority.

Section 10. At such times as he is the senior officer of the police force present for duty, he is relieved of the assignment as Assistant and acts as Chief.
