THE PRESIDENT: I have the honor to submit to you with a view to its transmission to the Senate for advice and consent to ratification the Partial Revision of the Radio Regulations (Geneva 1959) signed on behalf of the United States at Geneva, March 5, 1978.

The Partial Revision was adopted at the World Administrative Radio Conference on the Aeronautical Mobile (R) Service, held under the auspices of the International Telecommunication Union at Geneva February 6-March 5, 1978.

The texts of the Partial Revision are contained in a bound volume, designated Final Acts, which also includes resolutions and recommendations which do not require action with a view to ratification on the part of the United States.

The Radio Regulations (Geneva 1959) were transmitted to the Senate on June 9, 1960 (S. Exec. I, 86th Congress, 2d session) and, after ratification, entered into force for the United States on October 23, 1961 (TIÁS 4893, 12 UST 2377). The Radio Regulations were revised with respect to the Aeronautical Mobile (R) Service at Geneva April 29, 1966.

Those revisions were submitted to the Senate (S. Exec. H, 90th Congress, 1st session) and, after ratification, entered into force for the United States on August 23, 1967 (TIAS 6332, 18 UST 2091).

The Partial Revision submitted herewith further revises the 1959 Radio Regulations with respect to the Aeronautical Mobile (R) Service. The principal features of the Partial Revision are consistent with United States interests and are summarized below:

1. A revision of the existing Frequency Allotment Plan, to be known as Appendix 27 Aer2 to the Radio Regulations.

2. A revised Plan based on single sideband technology for voice communication, providing spectrum utilization more than twice as efficient as the out-moded double sideband mode on which the existing Plan is based.

3. A revision of the borders of three categories of existing aeronautical communication areas, i.e., Major World Air Route Areas, Regional and Domestic Air Route Áreas, and the regional air meteorological broadcast areas.

4. The establishment of five worldwide allotment areas from which operators will be able to communicate with their aircraft in operations anywhere in the world on matters of flight regularity and safety, subject to the condition that telecommunication administrations may regulate such communications.

The Partial Revision (except for the Frequency Allotment Plan
itself which will take effect at 0001 hours GMT on February 1, 1983)
entered into force on September 1, 1979 for Governments which, by
that date, had notified the Secretary General of the International Tele-
communication Union of their approval thereof.

The Federal Aviation Administration, the Federal Communications
Commission and the National Telecommunications and Information
Administration concur in the Department's recommendation that the
Partial Revision submitted herewith be transmitted to the Senate for
its consideration and approval at an early date.
