The subcommittee met at 9:34 a.m., pursuant to notice, in room 4232, New Senate Office Building, Senator Alan Cranston (chairman of the subcommittee) presiding. Present: Senator Cranston. The hearing will please come to order. I will make a brief opening statement as to the intent of these hearings and we will then proceed with the witnesses and the testimony. I welcome you all here this morning. The subcommittee will, this morning, receive testimony on four bills I have introduced, one on behalf of the administration: S. 3656, S. 3657, S. 3683, the administration bill and amendment, and S. 3907. These bills deal with both the GI bill education and training program, as well as the home loan program. S. 3657, which I introduced on March 1 and which is cosponsored in bipartisan fashion by 10 members of the full Labor and Public Welfare Committee, would provide for an advance payment to veterans planning to go to college or taking vocational training full time at the postsecondary level. A lesser advance would be paid for part-time training. I described the provisions and the great need for this bill in my floor statement upon introducing the bill. S. 3683, the administration's bill and amendment, which I introduced on March 31 and June 2 along with Senator Schweiker, the subcommittee's ranking minority member, also contains a provision for expediting payments of educational assistance allowances. I hope that we can work closely, at the staff level, with the Veterans' Administration to produce the best procedure for getting money to GI bill trainees at the earliest possible time. S. 3657 would also establish a new work study program for needy veterans. Under this program, a veteran who had received an advance payment could work off the advance by doing special work for the VA. The student veteran, working on campus on in a regional office, could assist the VA in processing applications for benefits. Or he |
