Mr. LONG. The hearing will come to order.

This morning we will consider the fiscal 1979 request for the ExportImport Bank. We have before us as our principal witness John L. Moore, Jr., President; also, from the Department of State, Mr. Louis Nosenzo, Deputy Assistant Secretary for Nuclear Energy, who will answer any overall policy questions, and I hope some detailed questions, relating to the export of equipment for nuclear power plants.

STEEL

The committee is going to hold separate hearings on steel, at which time we are going to invite representatives from all of the various agencies and organizations which have been making steel loans, which affected U.S. imports and U.S. exports.

At that hearing we will invite the AID Administrator, Mr. Gilligan, and we will invite you, Mr. Moore. We will invite the U.S. Executive Directors of the various international financial institutions-all the people who have had anything to do with steel loans will be invited.

Now, Mr. Moore, you have a prepared statement and selected justification materials which we will put in the record. Summarize your statement in five minutes or less, please.
