Mr. JULIAN DIXON. The District of Columbia Subcommittee on Appropriations will come to order.

We are taking up today the District of Columbia budget for fiscal year 1983.

I would like to welcome Mayor Marion Barry and Council Chairman Arrington Dixon who are here with us today.

SUMMARY OF BUDGET

The budget we will be considering totals $579,870,000 in Federal funds and includes a Federal payment of $361 million to the general fund; a Federal payment of $11.8 million to reimburse the District for water and sewer services provided to Federal facilities; a Federal contribution of $52,070,000 to the retirement funds for police officers, firefighters, teachers and judges; and $155 million in Federal loans to finance the City's construction program.

The request for District of Columbia funds totals $1,981,549,400 and includes $1,768,868,800 in operating expenses; $83,885,600 for capital outlay projects financed from the general fund; and $128,795,000 for the water and sewer enterprise fund and the Washington Convention Center enterprise fund.

In addition to these amounts, the District estimates it will receive a total of $464,584,200 in Federal grants and $163,843,800 in other grants and reimbursements.

All of these amounts added together will provide the District government with a total budget of $2,609,977,400 and 35,624 positions for fiscal year 1983.
