Congressman Walgren, Congressman Atkinson, distinguished guests, ladies, and gentlemen. Congressman Atkinson originally had called for public hearings on the results of the Government Accounting Office, the report that came out in January, and this is the first public hearing to be held to discuss that report. When Congressman Walgren, as a member of the subcommittee in which I chaired, asked me to schedule this hearing in Pittsburgh, and he was more than explicit in his description of the bridge and road problems in this important part of our Nation, I can tell you after taking me across the Thornburg Bridge, down the Sawmill Road, I can understand why he is so interested in this special problem, and why he has been very instrumental in pushing this subcommittee and our committee to really be active in this area, so this firsthand experience he has given me this morning has helped me to understand the special needs of this area and the special urgency of the solution with the help of the witnesses here today which I hope to learn a good deal more about the R. & D. work that has been done, and what needs to be done to solve these problems in this area. I especially want to express a special greeting to Congressman Atkinson. His contribution to our committee's efforts here is particularly welcome, and I can tell you that Pittsburgh is in good hands with Doug Walgren on the R. & D. committee and Gene Atkinson on the other committee that implements it, I think you have got a good team working for this area and a good team working to solve this one special problem of bridge deterioration and potholes, so on behalf of the subcommittee, I want to thank Congressman Walgren for chairing this hearing in Pittsburgh after I leave.
