Not so

It is reliably known that A.S. Paritsky* formerly a scientific worker, who is now working as an engineer-adjuster in the "SPETSREMMONTAZHASU" department, is not used to remain in the shadows for a long time. long ago his conduct, incompatible with the title of a Soviet citizen, had been discussed at the gathering of the collective of the department. It would seem that it would not be worthwhile to repeat this. However, not so long ago his colleagues at work were forced to come back to this subject. A comrades' court examined a recent hooliganistic act and an almost one-and-a-half month's unauthorized absence from work by Paritsky. Why then does this man so openly disdain the norms of conduct in the collective? Where does he get his certainty that he can do anything?

For some time Paritsky's name has been included in the list of the Zionist "saints". Even though it is written in small letters and somewhere at the very end of the list, but the modest "pseudo-Dr. Alex" has been given this honour...

Even though some time ago Aleksandr Solomonovich Paritsky had really had some relation to science and had even defended a dissertation for the degree of a candidate.

The newly-baked candidate had, as they say,

Dr. Alexander Paritsky was dismissed from his position as Senior Scientist at the Kharkov Research Institute of Metrology after applying to emigrate in Sept. 1976. Since his refusal in January 1977 he has been unable to secure work in his field and he has been forced to accept menial jobs.

The entire Paritsky family has been subjected to harassment and intimidation by neighbors, anonymous vandals and the KGB. Paritsky has been the object of a vilification campaign in the local press. His daughters have been threatened with expulsion from school.

This case typifies the anti-Semitic treatment accorded to many refuseniks.

However, soon after this moving occurrence, Paritsky decided that to be busy near laboratory equipment was an occupation that was unfulfilling and of small interest and, what was most important, it was not profitable in accordance with his "professorial" standards. Already at that time his colleagues in the institute noted that he was overly ambitious, and since that time this trait of his, as attested by his present comrades at work as well, was unceasingly expanding. However, up to the day when the expected affidavit came from Israel, the pseudo-doctor kept to the shadow. From that time on, however, Paritsky, forgetting restraint, swam away from the shore once and for all.

From that day on "Doctor Alex" had no more time for science. Paritsky, who for a long time had made shameless use of the rights which are standard for a Soviet person higher education, work in his profession, an apartment, etc. suddenly turned into a "fighter for human rights", a "dissident."

Paritsky began to receive from his foreign "friends" parcels with imported trash and re-sold it at three times its price. And, in a sign of gratitude regularly telephoned New York, Tel Aviv and other, less well-known Zionist centers, and he told them tearfully and at length about the hard life of a "dissident". It is doubtful that these fairy tales were taken seriously. However, they became interested in him and soon Paritsky began to welcome Zionist emissaries (officially American tourists) Jack Lewis and Ann Elisabeth Molleyn, who,

naturally did not come with empty hands. The guests brought Zionist literary produce and some articles of clothing; they brought several tightly packed bags. The joy caused by the moving meeting was spoiled somewhat, it is true, by an unexpected appearance of the regional inspector of the militia, who confiscated the contraband literature.

The English tourists, Anthony Cohen and Laurence Redley, also intended to visit Paritsky. The workers of the Kiev customs office found in their possession

"Dr. Alex's" address and a pile of Zionist reading material. And Alex still regrets this there, too, there must have been something that could have brought

some money...

The Kharkov newspapers have already written about this activity of the Candidate of Sciences that is far removed from science. The working collective of the "SPETSREMMONTAZHASU", severely condemned the demonstrative bows made by Paritsky to our idealogical enemies, but it still decided to give him an opportunity to continue working in that organization. Especially as at the general meeting of the department, he did not at all look as sure of himself as usual, he tried to justify himself and he fervently promised to keep himself within bounds. Time has shown what his promises are worth. On June 10 of this year Paritsky went to the post office for telephone talks with New York. It was necessary to send urgently another portion of anti-Soviet false information and also to remind his friends that they were delaying too long with the sending of imported dry goods. Citizens who were present at the conversation point and who by chance heard the contents of the conversation, expressed their indignation at what was happening. After all, both the tone and the character of the talks were frankly insulting for our state Paritsky, without choosing his expressions, poured verbal dirt on the socialist way of life. Then, the "dissident", becoming absolutely inpudent, made a hooliganistic scene in the postal department and, even after a militiaman was called, he continued to behave insolently and insulted those present. The impression was that the intensified attention towards him was merely tickling his erves pleasantly...

CAN THE RABBIT SAVE ITSELF?.

(concerning the Madrid Conference)

August 1, 1980 will mark the fifth anniversary of the signing of the Final Act of the Helsinki Agreement at the Conference of Security and Cooperation in Europe by the heads of states of all the European countries, United States and Canada. Two years ago the representatives of the same countries assembled in Belgrade at a follow-up Conference to evaluate the implementation of the Final Act. They did not attain that objective however, and departed for home, leaving behind a meaningless communique. Another follow-up Conference will be held in November of this year, in Madrid. The 'communist world' has already begun preparations for this Conference.

The arrival of the Polish boss, E. Gierek, in Paris and his negotations with Valery Giscard d'Estaing is only one tip of the huge iceberg of propaganda which the Kremlin has conceived. In addition to Gierek, secret diplomatic missions from other countries belonging to the Warsaw Pact, have journeyed to the Western countries which signed the Helsinki Accords. The objective of each of those missions is easy to surmise; it is analogous to the objective of Gierek's visit to France, which he explained as follows: "to agree that there shall not be such misunderstandings in Madrid as there had been in Belgrade". "Misunderstanding" is the term used to describe the address of the American delegate, who denounced the Soviet Union for flagrant violations of human rights. The Soviet delegate protested against the speech, threatening to leave the Conference. Mindful of this threat, other Western delegates failed to support the chairman of the American delegation, and his address the only courageous and factual one was reduced to a "voice in the wilderness". It appears that at the Madrid Conference the 'communist world' does not even want to hear any individual disapproving statements.

The aforesaid prompts the following questions:

-Will the Madrid Conference not degenerate to the same level of performance as the Belgrade Conference rhetoric ending with the same kind of a meaningless communique?

And is it important, generally speaking, for the people of the Western world to know what is really involved in that Conference and how it will end?

In order to answer these questions, it is necessary to be mindful of the following:

the overall text and meaning of the Final Act of the Helsinski Conference;

why the Belgrade Conference was not productive; who is interested in the unproductivity of the Madrid Conference:

- what threat is posed by the unproductivity of the Madrid Conference.

II

The General Text and Meaning of the Final Act of the Helsinki Conference relating to Security and Cooperation in Europe

At the time the Helsinki Conference was held, it was the thirtieth anniversary of the end of the Second World War, yet not only has no peace treaty been drawn (a rare occurrence in history) but there is even no expectation of one. This is so only because the Soviet Union stubbornly refuses to enter into any negotiations for the drafting of such a treaty and thus continues to maintain substantial armed forces on the boundaries to which it had extended itself by the end of the war. As a result, the Western world finds itself under the continuous threat of a sudden attack by the Soviet Armies.

The lawful way out of this intolerable situation is by way of a peace treaty. Such a peace treaty, as is well known, would, in the first place, proclaim the end of the state of war, which means that the parties would immediately be bound to reduce their armies to a peace-time level.

Having refused to participate in a drafting of a peace treaty, the Soviet Union devised a substitute instead. It advanced the idea of negotiations for the creation of a climate
