This 1948 Supplement to Title 3 of the Code of Federal Regulations contains the full text of Presidential documents promulgated during 1948. It constitutes a continuation of the series of annual reprints which started under Title 3 in the 1938 Supplement to the Code of Federal Regulations. This series began with Proclamation No. 2287 of June 6, 1938, and Executive Order No. 7906 of the same date. The series was cumulated as of June 1, 1943, in Book 1 of the Cumulative Supplement to the Code of Federal Regulations. The entire series, as of December 31, 1948, is therefore encompassed in the following volumes:
1. Title 3, Book 1, Cumulative Supplement
This book is published in conjunction with the publication of the Code of Federal Regulations, 1949 Edition. Beginning with documents promulgated during the calendar year 1949, the annual reprints of Presidential documents will be in separate books similar to the present volume. They will be issued contemporaneously with the annual pocket supplements to the Code of Federal Regulations, 1949 Edition.
Title 3, as presented in the first edition of the Code of Federal Regulations (June 1, 1938), and in the Code of Federal Regulations, 1949 Edition, consists of reference tables of Presidential documents cited or otherwise included in the Code of Federal Regulations, but does not contain the text thereof. The full text of Presidential documents is published only in the daily issues of the Federal Register and in Title 3 of the supplements enumerated above.
This 1948 Supplement to Title 3 is published pursuant to Part 2 of the regulations of the Administrative Committee, approved by the President October 11, 1948 (13 F. R. 5935; 1 CFR Part 2) under the authority contained in section 11 (d) of the Federal Register Act as amended (50 Stat. 305; 44 U. S. C. 311 (d)). The contents of the Federal Register and of this supplement are by law prima facie evidence of the text of the original documents and are required to be judicially noticed. (49 Stat. 502, 50 Stat. 304; 44 U.S. C. 307, 311 (c).)
This supplement may be cited “3 CFR, 1948 Supp.” Thus the approved abbreviated citation of Proclamation No. 2764 appearing herein would be “3 CFR, 1948 Supp., p. 1." January 7, 1949
