In some way, by somebody, the policies that are to be followed by the government must be decided. For instance, here is a road or street that many think should be paved. Others are willing to have the road paved, to be sure, but do not believe the paving will be worth what it will cost them in taxes. Again, those who manufacture automobiles may want a high protective tariff put on each automobile imported into this country, while those who buy automobiles may oppose such a tariff on the ground that it will raise the prices of all automobiles. In some way such questions as to what government shall or shall not do must be settled. Individuals cannot agree upon policies, much less carry them out, unless they organize. That organization of voters whose purpose is to determine the policies of government is called a political party. There are political parties or party groups in all countries through which the voters elect public officers.

Party Government. In this country, as in England and other modern countries, the political party that elects the law makers, the executives, and the judges is the government that runs the government. The officers of the party in power nominate and try to elect the responsible officers of the government. Representatives of the major party control the legislature and dominate the executive and

A caucus is a meeting of the members of a party. It may consist of all the members of that party in a precinct or in a township. In the first years of our national history

To vote a straight party ticket, mark a cross (X) in the square, in the first column, opposite the name of the party of your choice.

A cross mark in the square opposite the name of any candidate indicates a vote for that candidate.

To vote for a person whose name is not on the ballot, write or paste his or her name in the blank space provided for that purpose.

To vote for an individual candidate of another party after making a mark in the party square, mark a cross (X) opposite his or her name.

For an office where more than one candidate is to be elected, the voter, after marking in the party square, may divide his or her vote by marking a cross (X) to the right of each candidate for whom he or she desires to vote. SHALL SECTION ONE OF ARTICLE FIFTEEN OF THE CONSTITUTION BE AMENDED SO AS TO READ AS FOLLOWS?

Section 1 Cities may be chartered whenever a majority of the electors of any town or borough having a population of at least ten thousand shall vote at any general or municipal election in favor of the same. Cities, or cities of any particular class, may be given the right and power to frame and adopt their own charters and to exercise the powers and authority of local self-government, subject, however, to such restrictions, limitations, and regulations, as may be imposed by the Legislature. Laws also may be enacted affecting the organization and government of cities and boroughs, which shall become effective in any city or borough only when submitted to the electors thereof, and approved by a majority of those voting thereon.

candidates for president were nominated by a Congressional caucus, and for governor of a state by a caucus of the members of each party in the state legislature.

A convention is composed of delegates chosen in a caucus by the voters of the party. Thus the voters of a party in a township meet to nominate officers for the township and to elect delegates to a county convention. The voters belonging to some one party in a city meet by wards to elect delegates to a city convention. This convention nominates city officers and chooses delegates to a county convention. The county convention nominates county officers and chooses delegates to a state convention. The state convention nominates state officers and elects delegates to the national convention. Representatives and senators in the state legislature are nominated by conventions in legislative and senatorial districts.

The Direct Primary. In most states the convention plan for nomination of public officials has given way to what is called the direct primary. In the direct primary there may be several candidates in each party contending for the nomination. At the primary each member of a political party votes his choice for the candidate of his own party for each public office to be filled at the forthcoming election. The candidate for a given office receiving the highest number of votes of his party is the candidate of that party for that office at the ensuing election. Thus, each party will have a candidate.

Under most of the direct primary laws the voter declares the party of which he is a member. He then receives from the election officers the primary ballot for that party. The names of candidates for each office have been printed on these ballots. A name is printed on the ballot in response to a petition signed by the number of voters required by law. This number varies with local and state officers. However, a vote may be cast for someone whose name is not on the ballot by writing in the name or by using a "sticker" on which the name has been printed.
