Significant variations in this program in fiscal year 1964 from fiscal year 1963

The increase in flying pay is caused by 372 more man-years of entitlement from 7,652 in fiscal year 1963 to 8,024 in fiscal year 1964. The increased average rate is based on changed grade spread.

The increase in basic allowance for quarters is due to the use of rates in effect prior to enactment of Public Law 87-531 for the first half of fiscal year 1963, and Public Law 87-531 rates used in the last half of fiscal year 1963 and in fiscal year 1964. Additional man-years of entitlement increased by 3,294 from 58,364 in fiscal year 1963 to 61,658 in fiscal year 1964 because of increased officer strength. The decrease in lump-sum terminal leave payments is due to 6,956 fewer entitlements included in fiscal year 1964, from 23,124 in fiscal year 1963 to 16,168 in fiscal year 1964. Low rate in fiscal year 1963 results from inclusion of Reserves at lesser number of days entitlement.

The decrease in lump-sum readjustment payments to reservists is due to difference in grade distribution in fiscal year 1964. There were 66 fewer entitlements included in fiscal year 1964, from 257 in fiscal year 1963 to 191 in fiscal year 1964.
