Recent bids received by the War Department for construction of similar buildings in the United States have proven that original estimates were too low and this additional authorization is necessary to complete these structures.

One hundred and two thousand dollars is required for the necessary paved aprons and warming-up lines for this field. No permanent paved aprons or warming-up lines are in existence at this station. One hundred and twenty-seven thousand dollars is required in addition to $110,000 already authorized for the grading of landing field and technical-building area. The commanding general, Hawaiian Department, has notified the War Department that the existing authorizations would have to be increased by the above amount to complete the necessary improvement of the flying field. The relocation of the railroad tracks and the filling of gulches have required this increase.

The above funds will complete all technical requirements for this station.

Fifty thousand dollars is required for a central heating plant. No permanent heating plant exists at this field at the present time.

Six thousand dollars is required for airplane machine-gun butts. These butts are necessary for the proper training of students of this school in the actual synchronizing and operation of airplane machine

guns.

Fifty-one thousand dollars is required for paved aprons and warming-up line. No permanent aprons or warming-up line are in existence at this station.

The above funds will complete the total technical requirements for this station.

DEAR MR. RANSLEY: With reference to H. R. 12923, to authorize appropriations for construction at military posts, and for other purposes (Air Corps technical construction), it is recommended that this bill be enacted into law.

There are no applicable provisions of existing law.

The items in this bill provide for necessary construction to cover needed expansion of Air Corps in accordance with 5-year program.

The cost of the proposed bill, if enacted into law, will be $4,370,019.
