CHAIRMAN: On September 28, 1970, with your permission, the Antisubmarine Warfare Subcommittee paid a visit to the Knolls Atomic Power Laboratory at Schenectady, New York. Apparently, this is the first time that any subcommittee from the Armed Services Committee has been to any nuclear power laboratory. It was appropriate and timely that our subcommittee made this trip. This Atomic Energy Commission Laboratory, which is operated by the General Electric Company under the direction of Vice Admiral Hyman G. Rickover, is designing the reactors for the new fast nuclear attack submarines (SSN 688 class), the nuclear powered frigates (DLGN 36 and 38 classes), and for the nuclear powered aircraft carriers (CVAV 68 class). All of these have been of interest to the Armed Services Committee this year, and all are involved in antisubmarine warfare. From this visit, it is apparent that (1) the nuclear training activities must be continued at their present high standards to be sure that our nuclear Navy continues to maintain its present high record of safety and reliability, and (2) the present activities at the Knolls Laboratory must be fully supported in their search for more economic designs with improved capability for the reactors for our Navy.
